This position is located in the State Office of Montpelier, Vermont or Concord, New Hampshire in USDA/Rural Development (RD). The incumbent serves as a key member of the State Director's staff, participating fully in the planning, development, and implementation of rural development and assistance programs. This position is neither remote, nor virtual. The employee will be expected to report in person to the assigned duty location.

Duties

Provide expertise in community economic development strategies in rural areas in collaboration with other staff and devises technical assistance strategies to resolve challenges. Serve as a specialist regarding tribal sovereignty and the history, government processes, tribal courts and laws of tribes. Review community strategic plans, annual reports, and other indicators to assess progress of communities. Provide research, case studies, practical models, and other examples of community economic development tools for the purpose of improving community economic development engagement by rural development staff. Conduct studies and surveys and coordinate the identification of specific and common state and local rural development concerns, needs, problems and opportunities.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. For GS-12 Grade Level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-11 grade level; or its non-Federal equivalent that demonstrates: experience working closely with federal agencies, state legislative bodies, state agencies, federally recognized tribes and organizations, and the private sector in developing and implementing comprehensive rural development strategies and programs to assure optimum economic development and opportunities in rural communities. Applicants must demonstrate experience with; developing field-based community economic development strategies; analysis, development, implementation and evaluation of various funding programs; coordination and partnership development on a variety of federal, state and local development programs related to rural community economic development. Preparing small or standard rate studies for municipal utilities, hospitals, schools, or public safety, for investment purposes or similar work; reviewing and examining feasibility studies and business plans proposals; or evaluating and applying business structures and economic factors. There is no substitution of education for experience at the GS-12 grade level. For GS-13 Grade Level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-12 grade level; or its non-Federal equivalent that demonstrates: experience working closely with federal agencies, state legislative bodies, state agencies, federally recognized tribes and organizations, and the private sector in developing and implementing comprehensive rural development strategies and programs to assure optimum economic development and opportunities in rural communities. Applicants must demonstrate experience with; developing field-based community economic development strategies; analysis, development, implementation and evaluation of various funding programs; coordination and partnership development on a variety of federal, state and local development programs related to rural community economic development. Experience evaluating the general economic and financial conditions that affect the success of rural communities. Experience using of broad and seasoned judgment in working with government agencies, rural communities, and business enterprises to identify opportunities for development. Experience in developing budgets to support community projects. Experience evaluating the general economic and financial conditions that affect the success of rural communities. There is no substitution of education for experience at the GS-13 grade level.
