Vacancies will be filled in the following specialty areas:
Taxpayer Services Return Integrity and Compliance Services
The following are the duties of this position at the full working level.
Provides technical guidance on issues, proposals, and activities impacting program operations, and ensures operating units are in alignment with regulatory and administrative provisions and requirements.
Reviews proposals to alter or modify concepts, processes, or functions for compatibility with program goals and objectives, as well as analyzes and evaluates new requirements, policies, and modifications for impact on program operations, systems, and resources.
Coordinates site visits to conduct briefings, studies, implement program initiatives, review program
effectiveness, and identify additional system or revision in work processes required.
Provides technical advice and staff assistance to field managers and employees in the operational program area assigned. Adapts and prepares operating guidelines, instructions, and other material pertaining to assigned program area for local use.
Prepares reports concerning identified issues to explain program differences and recommend
improvements and/or corrective action for program operations, where differing or competing viewpoints may occur.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
Experience utilizing IDRS command codes to perform research or analysis in relation to refund fraud, identity theft, and/or adjustments on Individual Masterfile (IMF) and/or Business Masterfile (BMF) tax accounts.
Experience utilizing Correspondence Imaging System (CIS), Accounts Management Services (AMS), Return Review Program (RRP), or Electronic Fraud Detection System (EFDS).
Experience creating Selection and Analytics Platform (SNAP)queries, analyze output data, and provide guidance and direction based on results.
Experience with SharePoint which includes, creating, adding, and editing content; Experience with IRM research, IRS functions, programs, policies, regulations, procedures, and operations to evaluate program plans and determine impact of changes on program goals.
Experience using cross-functional programs and their interrelationship with assigned program to conduct reviews of studies/projects.
Experience using analytical and evaluative methods in order to assess and measure effectiveness of program operations, identify gaps or conflicts in program information, consolidate findings and, recommend alternatives; experience recognizing significant tax issues and enforcement changes that impact assigned programs in order to recommend changes in implementing regulations.
Experience using program and process analysis, management reporting procedures and available system capabilities to resolve operating problems and providing statistical data or other management information reports.
Experience in oral and written communications to conduct briefings, prepare reports, document findings and, disseminate procedural and regulatory information.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education
A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
