The primary purpose of this position, SECURITY SPECIALIST NH-0080-03, is to protect the organization from espionage, terrorism, and threats of unauthorized disclosure and/or compromise of information considered vital to mission interests, national defense and national security and provide security program functions in support of the organization.
Duties
Plan, organize, and direct a dimensional, multi-functional Unit Security Program
Implement the Industrial Security Program policies and guidelines for highly classified programs as a member of the organization's security management team.
Implements the Information Security Program by following local security policies and guidelines for highly classified programs as a member of the organizations security management team.
Implements the Personnel Security Program by establishing local procedures for processing requests for security clearances for military and civilian personnel as a member of the organization's security management team.
Implements the Physical Security and OPSEC Programs as a member of the organization's security management team.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in assisting with responsibilities to protect the organization from espionage, terrorism, and threats of unauthorized disclosure and/or compromise of information considered vital to mission interests, national defense and national security providing security program functions; participate in the administration and implementation of the Industrial, Information, Personnel, Physical and OPSEC security programs to meet the mission and improve the security programs.. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of information, personnel, physical, industrial, communications and security concepts, principles, and practices to plan and implement security in these areas.
2. Comprehensive knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs.
3. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the organization
4. Ability to communicate orally and in writing, clearly, concisely, and accurately.
5. Ability to establish effective, professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL REQUIREMENTS - The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.
WORK ENVIRONMENT - The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
