This position is located within the Agricultural Research Service (ARS), Northeast Area (NEA), at the Beltsville Agricultural Research Center (BARC) in Beltsville, MD. In this position, you will perform construction, maintenance, repair, installation, and servicing to overhead and underground electrical distribution lines and high voltage systems carrying voltages up to and including 13,000, and electrical systems and equipment supporting agricultural research.

Duties

Clears right of way for power lines, lays out lines, and operates auger to dig pole and anchor holes. Works on underground systems, in manholes, vaults, etc. Determines properly balanced circuits, size, and routing of circuits, types of switches, relays, and other materials. Interprets wiring diagrams, building plans, blueprints, and engineering drawings and to apply appropriate techniques and methods of service, maintenance, repair, and testing. Services, repairs, maintains, and replaces various electrical components, apparatuses, etc. Troubleshoots and tests for causes of trouble in power circuits, switchboards, panels, etc.

Requirements

  • Males born after 12/31/1959 must be Selective Service registered or exempt.

  • Successful completion of one year probationary period, unless previously served.

  • Must be available for on-call duty 24/7. Employee may be required to work weekends, holidays, or after hours when necessary.
  • May be required to report for duty during emergencies, critical periods, or during times when Government is closed due to inclement weather.
  • Employee will be required to carry a pager/cell phone for emergency contact purposes; and a Personal Digital Assistant (PDA) with MAXIMO interface.
  • Must obtain a State Commercial Driver’s License (Class B or higher) for operation of crane, within 1 year of hire.
  • This is an essential/emergency position; incumbent is required to report for duty during emergencies, critical periods, or during times when the Government is closed due to inclement weather or budget cut-off.

Qualifications

In order to qualify for this position you must meet the following by the closing date of the vacancy announcement: 08/26/2024 Qualifications will be determined under the Job Element Rating System X-118C, Qualifications Standard Handbook. While a specific length of time and experience is not required for most Wage Grade positions, you must show through experience and training that you possess the best qualified level of knowledge and skill necessary to perform the duties of this position. Qualification requirements emphasize the quality of experience, not necessarily the length. The responses to the questionnaire and your resume should be in significant detail to provide the person rating your application with a good understanding of your ability to do the job, technical knowledge, work, and training experience, etc. (For example You must have the ability to perform the duties of a High Voltage Electrician without more than normal supervision (Screen Out)). Applicants who do not meet the SCREEN OUT ELEMENT will not be given further consideration. Physical Effort: Moderate to heavy physical effort is required for climbing poles, towers, etc. Works from ladders, scaffolds, belts, and platforms requiring incumbent to work in cramped, stretched, hard to reach, or awkward positions. Required to lift heavy objects and equipment up to 40 lb., and occasionally lift or pull heavy cables and equipment weighing over 50 lb. Working Conditions: Work may be outside in all types of weather including storm conditions to make emergency repairs, or inside. Subject to cuts, bruises, burns, shock, falls, dirt, fumes, noise, etc. Incumbent uses protective devices such as earplugs, safety hats, and nonconductive gloves and footwear. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
