Duties
You will provide advice, assistance, analysis, and information to senior analyst and financial managers regarding the financial status of assigned segments and program areas and the status of accounting and budget actions.
You will serve as a focal point for processing of customer requirements with the responsibility of analyzing purchase requests to determine proper funds usage document, object class, and job order number.
You will prepare funds usage documents including but not limited to, project orders (PO), work requests (WR), requests for contractual procurement (RC), Military Interdepartmental Purchase Requests (MIPR), and miscellaneous obligation documents (MD).
You will process invoices for vendor payment.
You will ensure information contained on invoices is within the scope of the contract and track expenditures over the life of the contract.
You will establish and maintain liaison with representatives from Defense Finance and Accounting Service, to resolve problems encountered with reporting systems, controls, etc.
You will conduct special studies and prepares illustrating status of the financial management programs.
You will have close contact with senior financial analysts, financial managers, and administrative personnel within Headquarters and field office.
You will make recommendations in support of or against funding for purchase requests.
Requirements

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-09: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Finance program experiences and competencies that provided knowledge of financial principles and procedures.
- An applicant must have experiences and training that demonstrate his or her capabilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.
- Understanding of the basic principles and concepts of the Navy financial business program requirements.
GS-07: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Finance program experiences and competencies that provided knowledge of financial principles and procedures.
- An applicant must have experiences and training that demonstrate his or her capabilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.
- Understanding of the basic principles and concepts of the Navy financial business program requirements.

GS-09:
master's or equivalent graduate degree

2 full years of progressively higher level graduate education leading to such a degree
