Duties

Administer, plan and direct property accountability program. Analyze and evaluate accountability programs and operations. Ensure all requisitions for the purchase of equipment, personal property, and supplies on site or off site are properly reviewed for authorization and processed according to regulations. Conduct reviews of property book, document files and registers, and hand receipts to determine if 100% inventory and accountability of property and equipment has been maintained. Responsible for coordinating replies to audit reports and investigations to assure corrective action is taken as required.

Requirements

  • Position may be filled as a term appointment NTE 2 years. Term appointments may be extended beyond 6 years, up to 8 years. With DoD approval, term appointments may be extended beyond 8 years.
  • Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted into a term appointment with no statutory return rights back to a permanent position.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
  • This position is subject to the Lautenberg Amendment.
  • This position requires random drug testing.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • Must be qualified to drive Government Motor Vehicles in accordance with current standards and guidelines.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has a data analytics requirement. The incumbent must meet all requirements for data analytics level 2 certification within 24 months of being placed on the position.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License.

Specialized Experience: One year of Specialized experience which includes (1) Implementing supply and/or storage procedures to improve inventory accountability; (2) Utilizing computer software programs to manage property records; (3) Conducting physical inventory samples to ensure property book accuracy and (4) Auditing hand receipts to correct inventory deficiencies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Supply Chain Management, Inventory Management or Logistics Management. (Note: You must attach a copy of your transcript) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcript) You will be evaluated on the basis of your level of competency in the following areas: Forecasting and Demand PlanningInventory ManagementSupply Planning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
