The primary purpose of this position is to ??????serve as a senior planning professional for the Air Force Reserve Command (AFRC) with project management, execution, and operational responsibility in community planning, base comprehensive planning, site planning, explosive site planning, Air Installation Compatible Use Zone (AICUZ) programs, and encroachment management.

Duties

Duty 1: Performs and manages professional engineering work involved in the application of advanced theories, concepts, principles, and processes to develop requirements associated with the acquisition, development, or sustainment of assigned program areas. Duty 2: Functions as technical specialist in requirements generation for critical products, systems, and processes for in garrison and expeditionary applications Duty 3: Performs complex and comprehensive analyses and uses systematic, disciplined, and quantifiable approaches to develop and document program/project requirements. Duty 4: Serves as a consultant and technical expert to senior subject matter specialists and/or agency officials responsible for broad program operations. Duty 5: Effectively performs other duties as assigned. Duty 6: Complies with health and safety directives.

For additional Information: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0000/community-planning-series-0020/A Bachelor's degree (or higher degree) in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. NOTE: You must submit a copy of official transcripts OR COMBINATION OF EDUCATION AND EXPERIENCE: Courses equivalent to a major in one of the disciplines, as shown above, or a combination of related courses totaling at least 24 semester hours in any combination of the disciplines, as shown above, of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. NOTE: You must submit a copy of official transcripts. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of creditable specialized experience include: mastery of professional knowledge of the techniques and philosophy of comprehensive planning to include urban/regional planning techniques, requirements, and the local physical assets and restrictions regarding the comprehensive plan is necessary to accomplish the development and implementation of the installation plan; professional knowledge of principles, concepts and techniques of all community planning activities and civil engineering policies. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of current U.S. environmental and planning laws and regulations, DoD, and AF instructions, policies, directives, and applicable agreements; professional knowledge of new applications or developments in community planning programs to provide expert level support or advice. 2. Knowledge of the operations, mission, products, services, needs, organizational structure, and goals of the base civil engineering function. 3. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry. 4. Knowledge of Air Force programming, budget, and funding processes and ability to forecast, develop, and evaluate resource requirements pertaining to community planning programs. 5. Knowledge of construction and service contracting procedures relevant to executing community planning related contracts. 6. Knowledge of applicable health and safety requirements as outlined in job related safety standards, regulations, and orders. 7. Skill in fact-finding, problem resolution and development of concrete action plans to solve problems PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
