Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Construction Analyst (REAC), you will:
Review and analyze inspection data gathered on Federally subsidized properties for physical inspection performance in areas such as: General Maintenance Management, Hazardous Building Materials, Architectural Barrier Act, regulations 24 CFR 40 41, Section 504, 24 CFR 8, and the Uniform Federal Accessibility Standards.
Complete comprehensive inspections and evaluations of contract inspectors using HUD's Uniform Physical Condition Standards (UPCS) protocol to determine compliance with uniform standards emphasizing life-threatening health and safety hazards.
Serve as a troubleshooter and/or subject matter expert for the most difficult and vexing problems.
Responsible for resolving matters involving significant and controversial issues.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
- Evaluating residential or commercial building inspection plans and documents, including working with diverse construction material i.e. (brick, lumber, reinforced concrete, steel); AND
- Inspecting, reviewing, and ensuring assets meet the proposed development specifications; AND
- Interpreting statutory and regulatory requirements related to building requirements; AND
- Preparing and reviewing property inspection reports for existing properties.
For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
- Evaluating residential or commercial building inspection plans and documents, including working with diverse construction material i.e. (brick, lumber, reinforced concrete, steel); AND
- Applying standards established to evaluate the physical condition of structures and making suggestions for improvement; AND
- Reviewing property inspection reports for existing properties.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
