This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network 6 (VISN 6), at the Hampton VA Medical Center (VAMC), within the Safety Section of the Facilities Management Service (FMS). This position serves as the Green Environmental Management Systems (GEMS) Coordinator. Performs work needed to protect the environment, protect human health from environmental pollution, and improve air, land, and water resources.

Duties

Coordinates the efforts of Hampton VAMC staff involved with GEMS in order to ensure that the GEMS program is developed and implemented in accordance with VHA and VAMC policies and guidance. Ensures that the GEMS program shows continual improvement of the environmental programs. Applies environmental science and engineering practices and technology in order to demonstrate the relationships between the operation of the VAMC and human health, ecosystems, environmental media, and natural resources. Provides leadership and direction to management, professional, and technical personnel regarding the development and implementation of the GEMS. Plans, organizes, implements, oversees, and provides technical assistance with projects in order to resolve environmental problems. Assignments include, but are not limited to, domestic and industrial wastewater treatment and disposal; safe drinking water requirements; treatment, storage, and disposal of hazardous and non-hazardous solid waste; release of hazardous material/spill response; air pollution control; environmental media permitting; toxic substances (hazardous waste and universal waste); and environmental regulatory oversight. Manages the environmental regulatory program(s) and coordinates the efforts that relate to environmental matters. Develops and implements environmental policies, procedures, and systems. Evaluates, modifies, and implements pollution prevention alternatives in order to reduce the generation of waste. Manages and/or provides technical advice regarding responses to environmental emergencies, such as the release/spill of hazardous material(s). Developing and implements training and educational programs related to key environmental programs, safety, and industrial hygiene. Develops and presents budgetary information related to environmental programs to management. Manages computer programs and databases in order to enhance the management of environmental programs. Reviews and determines how the expansion, modification, and closure of existing facilities and infrastructure, and how the new construction of facilities will affect the environment. Provides information used to minimize/mitigate adverse impacts to human health and the environment and to reduce vulnerability. Measures the effectiveness of existing environmental programs and recommends additions or modifications to environmental programs to meet changing environmental requirements. Develops promotional and educational activities in order to promote awareness of environmental issues. Interacts and serves as primary contact with Federal, State, and local environmental agencies, with respect to facility environmental issues. Interacts with Environmental Management Services on proper Department of Transportation and Environmental Protection Agency training. Serves on Safety and Facility committees, boards, and work groups as assigned. Participates in Environment of Care and Construction Safety rounds as required. Serves as the technical authority for ensuring the adequacy of the facility's GEMS, respiratory protection program, and decontamination program. Works with environmental and occupational safety and health organizations in areas of mutual interest. Keeps abreast of the latest developments in the field of environmental management systems, respiratory protection, and healthcare decontamination by reviewing technical publications, attending technical conferences or professional society meetings, and by conversing with industry representatives. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/26/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Managing safety or occupational health program elements; Developing and recommending safety and occupational health policy to higher levels of management; Applying safety and occupational health laws, regulations, principles, theories, practices and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements; Developing safety and occupational health standards, regulations, practices and procedures to eliminate or control potential hazards; Developing or implementing programs to reduce the frequency, severity and cost of accidents and occupational illnesses; Analyzing or evaluating new and existing jobs, processes, products or other systems to determine the existence, severity, probability and outcome of hazards; Designing or modifying workplaces, processes, products, or other system's to control or eliminate hazards; Inspecting or surveying workplaces; Training or workers, supervisors, managers, or other safety and occupational health personnel; Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M.NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a total qualifying experience as a percentage of the specialized experience required plus creditable education equal to 100 percent. Physical Requirements: The work of this position involves both prolonged periods of regular and recurring sitting and periods of moderate physical strain/activity. The incumbent is required to carry a wide variety of equipment / items weighing up to 50 pounds (radiological nuclear pigs are heaviest items). The work of this position also requires regular and recurring periods of walking, standing, bending, climbing, or crawling. Working Environment: The work of this position exposes the incumbent to the risks and discomforts associated with the environmental/safety activities of the agency. This includes exposure to hazardous materials, such as biological, chemical, and radioactive agents. This exposure requires the incumbent to use protective clothing and equipment, such as respirators, hardhats, and ear protectors. The routine pick-up of hazardous materials and universal wastes throughout the facility is required.
