About the Position: Serves as technical Cyber Security subject matter expert. Manages the risk management, security, and contingency planning programs. Establishes and implements the Information Systems Security (ISS) program for all Automated Information Systems (AIS) on the installation.

Duties

Manages the risk management, security, and contingency planning programs. Establishes implementation and oversight plans to ensure compliance with risk management requirements. Implements standard operating procedures, software, and controls to ensure appropriate levels of security. Manages enterprise mission assurance support service (eMASS) records which include system information, authorization, roles, review, submission, and continuous monitoring. Monitors systems security, network security, INFOSEC training standards, security profiles, network audits, and software product evaluations. Monitors secure network servers, firewalls, intrusion detection systems, virus protection, DNS security, backbone security, and information assurance vulnerability assessments.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The employee must be able to obtain and maintain a TOP SECRET security clearance.
  • This position is designated as sensitive IT-II for Information Assurance purposes.
  • This position requires the employee to occasionally travel (in the most expedient manner) away from the normal duty station.
  • Must obtain and maintain a valid motor vehicle driver’s license.
  • All new hires must obtain IA certifications (baseline and computing environment (CE)) incumbent to their position within six months.
  • Will require periodic work on nights / weekends / holidays.

Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: Successfully performed duties as a GS-2210-11, System Security Analyst, Work Role ID: 461 (NIST: OM-AN-001) for over one (1) year focused on analysis of systems/software security through the product lifecycle to include integration, testing, operations, and maintenance; Successfully performed duties as a GS-2210-11, Vulnerability Assessment Analyst, Work Role ID: 541 (NIST: PR-VA-001) for over one (1) year performing assessments of systems and networks identifying systems and networks that deviate from acceptable configurations; Successfully performed duties as GS-2210-11, System Administrator, Work Role ID: 451 (NIST OM-SA-001), for over one (1) year focused on identifying system/server performance, availability, capacity, or configuration problems; Qualified as an Information Assurance Technology Level 2 (IAMII) with one (1) or more of the following industry certifications: CAP, CASP+CE, CISM, CISSP, GSLC, or CCISO. In addition to the specialized experience, must have information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing work that sometimes requires editing by others or requires review prior to completion. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving simple and routine problems, questions, or complaints; asking appropriate questions to clarify information about issues, escalating non-routine issues to the appropriate individual, team, or organizational group; responding to inquiries in a timely manner; keeping customers informed of status and status changes. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: providing answers to routine inquiries in a clear, concise, and organized manner; actively listening to others, paying attention to verbal and non-verbal cues and listening for misunderstanding and misinterpretation; and (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: making routine decisions independently, where there is a standard process; identifying problems or inefficiencies in work processes and activities and recommending solutions; recognizing situations when further guidance is needed from senior colleagues or supervisors. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
