THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a FACILITY OPERATIONS SPECIALIST, Position Description Number D1269000 and is part of the KS Joint Forces Headquarters, Kansas National Guard, Topeka, KS.

Duties

As a FACILITY OPERATIONS SPECIALIST, GS-1640-11, you will implement the programming and execution of Army National Guard (ARNG) major/minor construction and renovation projects in a geographically separated area. Administers, coordinates, and verifies design work performed by Architect/Engineer firms often exceeding one million dollars and one year in duration per project. Prepares design scopes of work that reference National Guard Bureau (NGB) design criteria and establishes standards for project design. Selects, or recommends selection of, Architect/Engineer firms for award of design contracts. Manages and schedules design development and obtains Federal/State approval at each design stage, normally conceptual, preliminary, final, and bid final. Chairs and coordinates meetings between facility users and design team and ensures that work stays within (NGB) design and space criteria for economical utilization of facilities and equipment. Reviews, accepts or amends work by Architect/Engineer firms and rejects work not meeting established standards. Reviews payment requests for accuracy, verifies work billed, and recommends payment. Perform other duties as assigned.

Requirements

  • KANSAS NATIONAL GUARD MEMBERSHIP IS REQUIRED.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • Must be able to obtain and maintain a secret security clearance of the position.

Qualifications

Military Grades: E8 through O5 Compatible Military Assignments:Immaterial GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education or training which demonstrates the knowledge of, and skill in applying, a comprehensive range of principles, concepts, and practices concerning equipment, facility, or service operations with complicated technical requirements that have no clear precedent or plan. Experience overseeing and implementing a program involving the identification and resolution of difficult issues or problems. Experience preparing budgets based on plans for maintenance, repair work, new construction alteration projects, replacement of existing equipment, or increase in services and processes to ensure program effectiveness. Physical Demands:The work is most often sedentary, but may involve regular and recurring field surveys and construction site visits. Visits involve a considerable amount of physical activity, including walking, climbing, and stooping. Work Environment: Work is most often performed in an office environment; however, the frequent visits to construction sites expose the incumbent to a variety of hazards. These include temperature extremes, high noise levels, dust, chemicals, and working in and around construction equipment. Work is also performed in formal public settings requiring preparation, poise and maturity.
