Duty Location: Lakewood, Colorado
Duties
- Performs water resource-related scientific studies (e.g., hydrometeorological, hydrogeological, hydroclimate, studies).
- Analysis of site conditions such as precipitation, storm type, climate, surface water, stream discharge, historical flows, snow, groundwater, evapotranspiration, or other relevant data.
- Performs various physical, numerical, or statistical modeling to conduct and simulate water resource-related scientific analyses including developing computational methods and computer programs/code.
- Provides reviews and/or checking of scientific analysis and technical documents, ensuring documents are accurate and quality assurance processes were followed.
- Serves on interdisciplinary teams, leading or assisting with project work to achieve project goals.
- Communicates effectively with all levels and types of organizations and audiences.
- Makes oral presentations of technical information to team members or clients.
- Prepares technical documentation and reports for water resource studies.

Basic Education Requirement:To be eligible for consideration, you must first meet the Basic Education Requirement for this position, having a
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
or
B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Specialized Experience Requirement: In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.
GS-09: To qualify at the GS-09 grade level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in federal service having demonstrated experience with hydrologic and climate data analysis, flood hydrology or meteorology studies, hydrologic and/or water quality modeling, or river and reservoir systems modeling to inform water resources planning or operations. Additionally, applicants must have experience using teamwork to address routine hydrology and water resources issues and preparing written reports and oral presentations documenting data and methodologies related to hydrologic and water resource studies.

You could otherwise qualify on the basis of Education having 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.

GS-11: To qualify at the GS-11 grade level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service having demonstrated experience in any of the following areas: hydrologic and climate data analysis, flood hydrology or meteorology analyses, hydrologic and/or water quality modeling, or river and reservoir systems modeling to inform water resources planning or operations. In addition, have experience using teamwork to address complex hydrology and water resources issues and experience preparing written reports and oral presentations documenting data, methodologies, recommendations, and conclusions related to hydrologic and water resource studies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours prorated. You will not receive any credit for experience that does not indicate exact hours per week.
Academic Year: At the undergraduate level, 30 semester hours or 45 quarter hours is comparable to 1 year of undergraduate education. Four years of progressive study or 120 semester hours meets the degree requirements. At the graduate level, 18 semester hours or 27 quarter hours.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).

Education
This vacancy announcement allows substituting education for experience at the GS-09 and GS-11 grade levels.
