This position is located in the Division of Administration, Acquisition Services Branch (ASB) of the Federal Deposit Insurance Corporation and serves as a Senior Contract Specialist within various sections of ASB. Duties

Plans and assures effective implementation of contracting services by closely monitoring, evaluating and reviewing contractor and sub-contractor performance for adherence to contract requirements including evaluating and recommending appropriate action regarding contracts and administrative support systems. Receives, processes and prepares from requirement definition stage through award, contract administration, and contract close-out. May be responsible for procurement of extremely complex or highly urgent nature, such as major systems installations and unanticipated program requirements. Reviews administrative documents justifying the methods of contracting, types of contracts, and supervises the preparation of suitable determinations and findings, as required. Assists the supervisor in assuring consistency and coordination in administrative operations of the section, consults with the other Senior and/or Principal Contract Specialists to resolve problems, and coordinates work with other units in the Corporation related to contracting process (i.e., Accounts Payable, Central Receiving Unit). Performs analyses of procurement and contracting data and identifies trends and changes in contracting activity for purposes of formulating long-term unit plans. Assist in the implementation of systems improvement initiatives.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.  Additional qualifications information can be found here. Basic Requirements: At least 4-years of experience in contracting or related positions. At least one year of that experience must have been specialized experience equivalent to the grade 12, or higher, in the Federal service as defined below; and A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. EXCEPTION: Employees in CG/GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade. Specialized Experience: In addition to the Basic Requirements, to qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 12 grade level or above in the Federal service. Specialized experience is experience performing and managing acquisition activities in support of agency-wide contract and procurement programs, including pre-award activities, awarding, and the administration of procurement actions for supplies, services and/or construction for an organization.
