This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business and Technical Management Career Path (AcqDemo) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as the Project Office (PO), Foreign Affairs Specialist (Disclosure) to devise and execute policies and procedures concerning National Disclosure policies, foreign visits and certifications, international programs, projects, and ventures.
Duties
Applies a broad technical knowledge of a variety of military and political material including directives and decisions relating to bilateral agreements.
Contributes to the formulation of policy and procedures through the initiation and completion of different research projects, a variety of studies involving different topics related to foreign affairs, information papers and talking points.
Develops comprehensive planning for and manages a variety of projects related to foreign affairs.
Manages division level budget implementation.
Assists with the development of special project requirements, monitors progress of work, and reviews work against planning, exercise, and operational objectives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret clearance.
- Business travel may be required up to 10% of the time.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually thereafter.
- A one-year probationary period may be required.
- This is a Critical Acquisition Position. 4 years of acquisition experience are required.
- This is a Critical Acquisition Position. Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management Certification within 60 months of entrance on duty.
- This is a Non-Key Security Cooperation (SC) position based on the duties and responsibilities. The incumbent must complete certification-related training requirements in the SC Area of Acquisition Management within 3 years.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Foreign Affairs Specialist:
A. Degree: Bachelor's degree (or higher degree) with a major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; OR 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. B. Combination of Education and Experience: Courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education. (NOTE: You must submit copies of your transcript.)
OR
C. Experience: Four years of appropriate experience in one or more of the fields, as shown in A above, in work associated with international organizations, problems, or other aspects of foreign affairs.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Experience in foreign affairs and collaborating with partner nation counterparts in order to maintain effective working relationships; 2) Conducting research and analysis on a wide range of security cooperation events; and 3) Analyzing and measuring effectiveness, efficiency, and productivity of administrative and technical programs required for a variety of contingency plans.
This typically includes work performed at the next lower grade/level (NH-02/GS-11) position in the federal service.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
