Responsible for complex assignments involving defensive counterintelligence (CI) and information coordination with a broad set of Communities of Interest to establish and maintain SSA's defensive CI operations, collaboration and intelligence and information sharing missions which support homeland security. Duties

Conducts analysis on information relating to reporting and uses statistical information to create trend and predictive analysis models. Conducts all-source analysis when accessing and evaluating Foreign Intelligence Entities (FIE) intelligence reports to provide recurring or ad hoc threat briefings and written analytical reports to management on complex situations and threats. Offers guidance on revising existing and/or creating new policies and procedures to handle these situations. Conducts an annual risk assessment to identify and prioritize critical agency assets, the loss or compromise of which would be damaging to SSA’s mission or would affect the ability of another federal department or agency to conduct its mission. Assists in determining vulnerability of assets and formulating appropriate mitigation strategies. Identifies potential threats to critical assets by researching classified databases and information sources and by conducting open-source research. Provides senior management with current situational awareness updates on global and domestic defensive counterintelligence events. Identifies and researches requirements, intelligence databases and various ancillary sources to gather and disseminate intelligence information in support of ongoing or emerging intelligence program or project requirements. Work may include recurring assignments projecting data to assess future situations. Develops and executes a program implementation plan, establishes related Defensive CI policies and metrics, and creates an outreach strategy to engage elements of the Intelligence Community (IC) focused on defensive CI and law enforcement. Develops and maintains a response protocol for resolving defensive CI information that presents a credible threat to SSA. Develops a defensive CI awareness strategy for use by all agency stakeholders.

Requirements

  • Travel to off-site locations on a recurring basis and travel to other federal and state agencies or private sector organizations will be required (travel time is estimated to be 10%). Travel will be mostly local (within Baltimore/DC metro area).
  • You must have (or be able to obtain) Top-Secret Security Clearance with access to Sensitive Compartmentalized Information (TS-SCI).

Qualifications

To qualify for this GS-13 Intelligence Operation Specialist position you must demonstrate at least 52 weeks of Specialized Experience. SPECIALIZED EXPERIENCE must have been gained in a federal position at or above GS-12 OR (if your position/experience is in another federal pay scale OR outside of federal service) by performing duties at a level of responsibility and difficulty equivalent to GS-12. SPECIALIZED EXPERIENCE is work that primarily consists of collecting, analyzing, evaluating, interpreting and disseminating information on conditions, trends and forces in foreign and domestic areas that directly or indirectly affect national and agency security. If you have this experience, your resume must describe, in your own words, the duties you perform that demonstrate it. Since Specialized Experience also has a time component, it must be evident that the duties you describe are at the required level for at least 52 weeks.
