This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Professional Work Category at the Expert Work Level within the CES Occupational Structure. It is located in the DISA - OC.
Duties
Plans and manages agency-wide efforts, projects, and policies involving innovative concepts or approaches where precedents do not exist, and large numbers of people or multiple agencies are affected.
Manages and coordinates resources and monitors their output to mitigate risks.
Implements agency-wide procedures, tools, templates, and activities to align agency internal business practices with government-wide regulations and policies.
Directs special studies and analyses of marked importance that significantly impact leading to major modifications or important extensions of current practices and resolve key problems facing the organization or agency.
Serves as a recognized authority in field and contributes new concepts, tools or techniques that solve problems of great importance to the field or agency.
Formulates long-range policies recommendations and develops and implements strategies and management guidelines for complex and changing DOD and DISA capabilities.
Coordinates and directs groups or participates on agency and interagency project groups and represents the agency on interagency work groups.
Conducts strategic development through ends, ways, and means deliberate planning processes.
Evaluates readiness metric assessments, maps strategic national and agency plans to command lines of effort, objectives, and measures of effectiveness of performance.

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- This position is required to obtain and maintain a TOP SECRET security clearance.
- This is a drug testing position.
Qualifications
In order to qualify for this position, you must meet the requirements described below.
Basic Requirements:
Attention to Detail- experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
Customer Service- developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.
Oral Communication- briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.
Problem Solving- identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.

Qualifying Experience:
To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: experience in strategy development, strategic and contingency planning, resource management, assessment of Organizational Strategies and Plans, using qualitative and quantitative evaluation techniques and methods to analyze progress, levels of planning (strategic, operational, and crisis/contingency) across the full spectrum of cyberspace operations, and briefing senior leaders on short and long-range planning goals and objectives.

Education
