Duties
You will assess counseling program operations and monitor progress toward program goals.
You will identify problems, determine accuracy and relevance of information and use sound judgment to general and evaluate alternatives.
You will utilize program metrics, tools and techniques related to substance use/misuse prevention and treatment to make program improvements.
You will develop minimum standards to govern the prevention and counseling programs including policy, procedures and resources.
You will develop databases, revise and implement professional service plans, business plans and standard operating procedures and Quality Assurance/Improvement plans in accordance with behavioral health accreditation standards.
You will formulate strategic plans for command use in drug and alcohol deterrence activities.
You will stay current with best practices in behavioral health, keeping HQMC informed on current developments and innovations which could be adopted to strengthen the program.
You will develop and fully administer a multi-modality comprehensive treatment program designed to treat alcohol and drug abuse related problems.
You will performs bio-psychosocial assessments of clients and performs diagnosis of substance abuse disorders and other DSM psychiatric diagnosis and determines level of client treatment.
Requirements

Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: . Planning and implementation of prevention and counseling services, development of professional service plans, business plans, standard operating procedures and strategic plans for use in drug and alcohol deterrence activities, and overseeing financial and property resources in the operation of counseling facilities.

Education
Basic Requirements for this position:
0180 - Psychology Series
Degree: major or equivalent in psychology for all specializations except clinical psychology and counseling psychology. These two specializations have additional educational requirements, as stated below:
- Clinical psychology: For positions at grades GS-11 and above, satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required.
- Counseling psychology: For positions at grades GS-9 and above, satisfactory completion of 2 full academic years of graduate study directly related to professional work in counseling psychology, or satisfactory completion in an accredited educational institution of all the requirements for a master's degree directly related to counseling psychology is required.
0185 - Social Work Series
Degree: social work. Must fulfill all of the requirements for the master's degree in social work in a school accredited by the Council on Social Work Education.
Master's degree with practicum: Applicants who complete all of the requirements for a master's degree in social work that included a practicum are eligible for GS-9.
Must possess a qualifying master's degree in social work or related behavioral health field (psychology, marriage and family therapy, counseling) from an accredited program and be licensed at the independent practitioner level. A minimum of 4 years post-licensure experience with at least 2 years in a supervisory/management role in substance abuse or co-occurring programs preferred; certification in substance abuse (Alcohol and Drug Counselor II or state equivalent} required.
