As a Supervisory Human Resources Specialist with the Office of Human Capital Services, Human Resources Center, you are responsible for overseeing human resources management services (i.e. recruitment and staffing, employee relations, HR operations/staffing processes, etc.) and providing advice on all levels of personnel on human resources related laws, regulations, policies and standards.

Duties

MAJOR DUTIES: This position is established in the Department Veterans Affairs (VA), Veterans Benefits Administration (VBA), Office of Human Capital Services (HCS), Office of Staff Operations (OSO) Division, at one of the five Human Resources Centers (HRC) located nationwide. The Supervisory Human Resources (HR) Specialist serves as an advisor and consultant to the HRC Director, taking a proactive role in meeting the needs of VBA Management Officials. The position is responsible for supporting the operations of the HRC in rendering recruitment and staffing services district wide. The Supervisory HR Specialist plays a critical role in strengthening the HRC's strategic business partnerships by collaborating with customers and serves as an expert technical advisor, directs staff activities, and provides oversight and guidance in the evaluation and resolution of complex operational assignments. Plans, organizes, and directs the activities of subordinate staff, ensuring complies with legal and regulatory requirements and meets customer needs. Prepares schedules for completion of work, assigns work based on priorities, selective consideration of the difficulty/requirements of assignments, and the capabilities of employees. Responsible for supervising personnel (e.g. issues work instructions, evaluates subordinate performance, hears/resolves employee complaints, effects disciplinary actions, identifies training needs, and conducts interviews to include making recommendations for position appointments, promotions, or reassignments). Coordinates and develops training to support individual and organizational skills development for assigned staff. Provides staff-level interpretation, advice, and guidance concerning federal laws, executive orders, directives/decisions of OPM and other agency related regulations. Utilizes HR automated programs to track and report accurate recruitment data. Advises management on recruitment strategies, sources, and special programs.

Qualifications

To qualify for this position, applicants must meet all requirements by 08/14/2024. BASIC REQUIREMENT:1) Basic VA GS-0201 Requirement: To qualify for a Human Resources (HR) Specialist GS-0201 position, candidates must meet the following basic requirement(s) as described in one of the following methods: Method 1: One year of HR specialized experience equivalent to the GS-4 level of the Federal Government or higher. OR Method 2: Successful completion of bachelor's degree (or higher). OR Method 3: A combination of six months of general administrative, professional, or technical work experience, equivalent to at least the GS-4 level of the Federal Government AND one (1) of the below four training areas: Successful completion of at least 12 credit hours of college-level course work related to business, HR, psychology, organizational development, or other related coursework. OR Successful completion of at least four formal training courses in HR. OR Successful completion of a formal certificate program related to HR, psychology, organizational development, or other relatable subject area. OR Current professional HR certification through a nationally recognized entity such as the Society of HR Management (SHRM). 2) VA GS-13 Requirement: To qualify for a Human Resources (HR) Specialist GS-0201 at the GS-13 grade level, candidates must possess either: Criteria 1: Graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-11 grade level (Unless excluded from coverage under 5 C.F.R. Part 300, Subpart F, current (and some former) Federal employees must meet time-in-grade requirements to qualify for the grade level through this criteria) OR Criteria 2: One year of specialized experience equivalent to at least the GS-12. (Unless excluded from coverage under 5 C.F.R. Part 300, Subpart F, current (and some former) Federal employees must meet time-in-grade requirements where applicable) Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management's group coverage qualification standards, associated individual occupational requirements (IOR), and individual qualification standards covering white collar occupations in the Federal competitive service can be found here. To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: (1) Providing authoritative management advisory services related to the full spectrum of Title 5 or other Federal civilian human resource personnel system in staffing, recruitment, and processing of personnel actions. (2) Researching associated laws/regulations, analyzing, and evaluating issues, and determining applicable precedents to resolve interrelated human resources problems. (3) Conducting personnel training and/or mentoring and substantially contributing to the creation of office-level policies or procedures.
