The incumbent reports to the Deputy Director, Resources, Office of the Director, Operational Test & Evaluation (DOT&E). This position is located in Alexandria, VA. The incumbent is responsible for day-to-day financial management of assigned programs.

Duties

This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P.L. 116-92 and Section 9905 of Title 5, U.S.C. Incumbents typical work assignments may include the following: Serves as a Budget Analyst for DOT&E and is responsible for the planning, programming, budgeting, and execution system and the Financial Improvement & Audit Readiness (FIAR) initiative. Evaluates highly sensitive and classified programs such as cyber, hypersonic, directed energy, electromagnetic spectrum, and autonomous/artificial intelligence programs. Advises the Deputy Director, Resources on fiscal matters, conducts reviews, special analyses, studies, and examinations of OSD and OT&E financial management requirements. Monitors and controls obligations and commitment of funds for program purposes.

Requirements

  • Incumbent must be able to obtain and maintain a Top Secret security clearance with SCI.
  • May require occasional travel away from your normal duty station for official business on military or commercial aircraft.
  • Incumbent may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and/ or overtime.
  • DoD Financial Management Certification Level III is a requirement of this position and must be achieved by the incumbent within two years of entrance into this position.

Applying expert knowledge of the DoD Planning, Programming and Budgeting and Execution System (PPBES). Applying policy, regulatory and procedural applications of information resources management and contracting principles. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualifications and education requirements must be met by the closing date of this announcement and clearly documented in your resume.
