This position is located in Texas Service Center. As a Training Officer, you will identify, design, coordinate, and deliver training services to meet the training requirements of U.S. Citizenship and Immigration Services (USCIS) local offices.

Duties

The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity. Serves as a member of the U.S. Citizenship and Immigration Services (USCIS) Training Officer Corps and subject matter expert in training and development in a USCIS Service Center Operation (SCOPS). Analyzes and maintains agency learning management system data and local training programs and identifies gaps and individual and broad based training needs. Collaborates with the USCIS SCOPS Headquarters Training and Professional Development component to develop USCIS training objectives and recommend changes in procedures, guidelines, and instructions to improve the effectiveness of training curricula. Evaluates and modifies instructional program and course curriculum, content, and materials, and research procedural changes as mandated by new laws and regulations and as identified for employee and leadership development. Teaches subjects such as Employee/leadership development, Immigration and Nationality law, fraud detection, and other mission critical subjects to USCIS employees and supervisors

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 08/21/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 08/21/2024. Basic Requirements: All applicants must meet the following basic requirements: (Must be supported in Transcripts from an accredited institution, Resume and/or Applicable Certificate) You must possess a degree that included or was supplemented by a major field of study in education or in a subject matter field related to education and/or learning development; OR You must possess a combination of education and experience, to include courses equivalent to a major in education or other subject matter field related to education and/or learning development, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study described above. OR Combination of education and experience: - Courses equivalent to a major in education, or in a subject-matter fi eld appropriate to the position, PLUS appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, equivalent to at least the GS-12 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Developing training curricula and materials to deliver specified training to an organization. Conducting training and/or gap analysis to identify organizational needs during planning phases Delivering organized training in a classroom environment Consulting with employees and supervisors in the development of employee training plans.
