This position is located in the Office of the Assistant Secretary for Public Affairs (ASPA). The Assistant Secretary for Public Affairs serves as the Secretary's principal counsel on public affairs. The Office of the APSA serves as the Department of HHS's principal Public Affairs office, leading efforts across the Department to promote transparency, accountability and access to critical public health and human services information to the American people.

Duties

ABOUT THE POSITION The Executive Officer serves as a key member of the ASPA's top management team and provides guidance and leadership in implementing the President's Management Agenda, the HHS management objectives, and ensures strategic business goals and objectives for information management systems are fully implemented to achieve measurable results. Sets priorities for administrative, management and information technology (IT) programs and projects and provides direction and advice to all organizational components on efficient and effective strategies to ensure Government resources are efficiently and effectively managed. Establishes metrics and systems for performance management. Policy Development In conjunction with the ASPA and the rest of the Office's top management team establishes and articulates ASPA's human capital, acquisition, information systems, budget strategy, policies, and procedures. Reviews materials directed for approval or signature by the ASPA having major policy and operational implications, makes recommendations to the ASPA regarding office policies and programs affecting, HHS-wide programs and objectives. The Executive Officer's judgment represents major input into the total ASPA effort in the implementation and coordination of HHS-wide public affairs programs. Program Planning, Management, and Evaluation Serves as the organization's most senior administrative official, and as such, speaks for and makes commitments on behalf of the organization on all administrative management issues, which includes planning and managing a combination of the following programs: procurement, contracting, grants, human capital, budget, information technology, program planning and evaluation, and administrative management and support. The incumbent attends and contributes to meetings that are convened to address both programmatic and management issues of importance to the organization. Stays abreast of leading-edge management practices in all domain areas, e.g., fiscal, human capital, resource management, information technology, procurement, contracts, grants management, and applies new techniques to improve business operations. Fosters collaboration within the Agency and the Department and demonstrates a commitment to Departmental initiatives. Takes a leadership role in advocating for and advancing the priorities of the Department. Serves as a role model for leadership by encouraging teamwork and a collaborative approach. Notifies Agency officials of all significant actions and developments in a timely manner, including but not limited to those related to regulatory matters, legislative matters, budget matters, reports, initiatives, and events and ensures subordinate managers do the same. Exercises leadership to ensure that all functions under their direction reflect the principles of workforce diversity in their management and operation in such areas as recruitment and staffing, employee development, staff assignments, and communications. In particular, ensures that workforce diversity includes qualified persons with disabilities within the agency. In addition to demonstrating personal commitment to the objectives of workforce diversity, the executive ensures that subordinate supervisors and managers recognize the importance of their diversity enhancement responsibilities and applies principles that will result in an inclusive and diverse workforce. Qualifications

Open to all federal civil service employees. SES reinstatement eligibles and SESCDP graduates may also apply for noncompetitive consideration. As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration. All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Mandatory Technical Qualifications (MTQ's), listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results. Business Acumen: The ability to manage human, financial, and information resources strategically. 5. Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Mandatory Technical Qualifications (MTQ's): This position also requires that you possess MTQ's that represent knowledge, skills, and abilities essential for success in this role. The following MTQ's must be evident in your resume. Executive-level experience and demonstrated ability in providing leadership and guidance to implement the President's Management Agenda and HHS management objectives. Oversight of administrative services including federal budget processes, human resources, information technology, facilities management, and litigation support. Proven track record in developing strategic business goals, implementing information management systems, and effectively coordinating administrative and business functions to optimize government resources. Executive-level expertise in the ability to provide executive leadership and direction in implementing management objectives, ensuring strategic business goals and information management systems are fully implemented to achieve measurable results.
