The primary purpose of this position is to plan, manage, and administer comprehensive year-round youth physical fitness and sports programs and facilities used in conducting the activities at Air Force (AF) installations.

Duties

Plans, develops, organizes, and administers diverse, multi-faceted and comprehensive physical fitness and sports programs. Acts as Chapter Director of the National Youth Sports Coaches Association (NYSCA) or certified clinician for volunteer and coaches training as mandated by Air Force directives. Administers sports, fitness, and instructional resource programs. In conjunction with the Youth Program Director, procures, stores, disperses, repairs, replaces, and controls all youth sport and athletic equipment and supplies. Responsible for the operational and maintenance of a variety of sport and fitness fields and facilities.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Undergraduate and Graduate Education: Major study -- general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education. OR Experience: Specialized Experience (for positions above GS-5): Experience that demonstrated the ability to apply the principles of one or more specialty areas of recreation. Examples of qualifying specialized experience include: Planning, organizing, coordinating, supervising, or evaluating community, industrial, outdoor, institutional, or other recreational programs. Planning, establishing, or evaluating a recreational curriculum for junior college or higher academic levels. Instructing in the principles and techniques of recreational program planning and management. Serving in a leadership role in the programs and activities of local, regional, and/or national recreational organizations. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 3 years of general experience, 1 year of which was equivalent to at least a GS-4, or equivalent in other pay systems. Examples of general/specialized experience includes experience in planning of youth fitness and sports programs; management of funds, budget, supplies, equipment, facilities, and revenue generated activities; maintaining all facilities and sports areas in the youth fitness and sports programs; managing personnel policies and practices, and supervising and leading a team of individuals composed of professionals, paraprofessionals, volunteers and parents. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: 4-year course of study leading to a bachelor's degree NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of youth development theory, methodology, policy, practices, and procedures relating to physical, intellectual, social, and emotional development. 2. Knowledge of budget, financial, and resource management practices and procedures in relation to meeting program objectives and goals. 3. Knowledge of requirements involved in the qualifications and suitability of adults to work with youth. 4. Skill in the effective management of financial, physical, and human resources of youth center programs. 5. Ability to communicate effectively orally and in writing. 6. Ability to implement policies, practices, and procedures in program and safety management. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
