This is an office-centered position*--you must physically report to one of the duty stations stated in this announcement on a regular basis (location TBD after candidate selected).*EPA offers work-from-home and work schedule flexibilities as described in the Benefits section.

Qualifications

In addition to the basic entry education requirements, you must have specialized experience and/or directly related education as described below:
To qualify for the GS-11 level, you must have one of the following:
1 year of full-time* specialized experience equivalent to at least the GS-09 level defined as demonstrating librarianship in applying library science principles along with locating, classifying, selecting and controlling information.
3 years of progressively higher level graduate education leading to a Ph.D. degree; or Ph.D. or equivalent doctoral degree; the education must be directly related and provide the knowledge, skills, and abilities necessary to do the work of the position
equivalent combination of education and experience
NOTE: 1 year of full-time graduate education is the number of credit hours that the school attended has determined to represent 1 year of full-time study; if that number cannot be obtained from the school, 18 semester hours is considered an academic year of graduate study.

Ability to manage contracts and inter-agency agreements on library-related acquisitions and services
Knowledge of a wide range of standard library methods, techniques, concepts, and principles.
Knowledge of the Agency's information access methods and applications.
Skill in effectively identifying, retrieving, organizing, repackaging and presenting in information in an actionable form.
Knowledge of data sources, data flow, and system interactions with existing automated systems
Ability to apply standard practices of other disciplines as they relate to the librarian profession
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree; OR a total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
