You will serve as a LEAD CHEMIST/MATERILAS ENGINEER in the FLEET READINESS CENTER SOUTHEAST FST DEPT FST ENGINEERING DIV of FLTREADCEN SOUTHEAST.

Duties

You will apply a full range of rapidly chemical engineering technology to Navy-wide materials used in manufacturing and maintenance. You will represent the division at high level meetings and make high level decisions with far reaching implications. You will communicate the organization strategic plan, mission, vision, and values to the industrial and Operational Chemical Teams. You will analyze, develop, and implement process improvements which enhance aircraft readiness, improves quality, and reduces cost to the Naval Aviation Enterprise.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Specialized experience. Provide financial and program management oversight for numerous projects assigned to the team including adherence to negotiate and approve project milestone and deliverables. Provide technical advice to management to help clarify and solve major problems of concern to the team and the competency. Develop and monitor Individual Development Plans to help assure a fully trained competent staff and provide guidance to members on a wide variety of topics, new techniques to be considered and work relationships with others. Develop, assemble, and issue local process specification (LPS) concerning the materials aspects of processing and evaluation of aircraft and maintenance materials. Utilize Design of Experiment (DOE) to determine effects of materials or process changes, and others aids to monitor and control industrial processes. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess the Basic Education.

For the 1320 Series:
  1. Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.

    or

  2. Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.

For the 0806 Series:

The individual occupational requirements typically provide at least two methods for applicants to meet the basic requirements of the occupations covered by this standard:

  1. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements generally as stated in paragraph A in the individual occupational requirements.

    Where specific course requirements are not indicated in paragraph A, the number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If this number cannot be obtained, 24 semester hours will be considered as equivalent to a major field of study. The nature and quality of this required course work must have been such that it would serve as a prerequisite for more advanced study in the field or subject-matter area. Related course work generally refers to courses that may be accepted as part of the program major.

  2. Appropriate combination of education and experience that is typically specified in paragraph B of the individual occupational requirements. The "paragraph B" method generally requires that an applicant possess a core of educational credit, such as described in paragraph A above, plus additional education and/or experience. The method of determining the number of semester hours required to constitute a major field of study is the same as described in paragraph A.

    The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.
