Facilities Management and Security Services Protection Management
The following are the duties of this position at the full working level.
Implements the CNSI program's policy and guidelines consistent with CNSI directives, National Archives and Records Administration's (NARA) Information Security Oversight Office (ISSO) issuances, the Department of the Treasury's Directives, and provisions of IRM 10.9. Develops processes, procedures tools, job aids, and communication plans for implementation across IRS.
Manages and leads the self-assessment of the IRS's CNSI program implementation to ensure compliance with IRS objectives, programmatic policy, guidelines, and procedures.
Advises senior/executive management on very complex security matters relating to Service-wide issues.
Interprets national security Executive Orders (EO), Code of Federal Regulations (CFR), United States Code (USC), Office of the Director of National Intelligence's Intelligence Community Directives (ICD), Standards (ICS), and Technical Bulletins, Information Security Oversight Office (ISOO) policy documents, and Treasury directives and policies for their applicability to the IRS security programs and processes.
Uses expert knowledge of information, physical, cyber, industrial, and personnel security programs and requirements to resolve complex enterprise-wide security issues and questions regarding appropriate cost-effective mitigations and countermeasures
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-12: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.
Specialized experience for this position includes:
Experience that demonstrated a comprehensive skill in applying Classified National Security Information and National Industrial Security Program concepts, policies, standards, and procedures. This experience is generally demonstrated by:
Reviewing and implementing draft national security policies and standards, manage Classified National Security Information and National Industrial Security programs.
Provide technical assistance to managers, employees and coworkers to ensure security measures required for Collateral Secure Spaces are met and to resolve security issues.
Perform and prepare written reports of risk assessments and compliance security reviews.
Provide advice and guidance on requirements for security equipment and systems to properly store/safeguard classified information.
