Pay for first time hires to the Federal Government will typically be set at step 1 salary range for their respective grade level.
Duties
Uses programming languages to create, modify and maintain software solutions for the Defense Finance and Accounting Service.
Designs modifications to internal program structures in files and records and determines detailed sequence of steps and program logic.
Writes and maintains IT instructions, program maintenance manuals, run time instructions, and other similar documentation.
Assists in development and design of operating system architecture and capabilities, configuration alternatives, data file management, system utility capabilities, standards and procedures, configuration management, and capacity planning.
Prepares test data and assists with functional testing of programs.

AT THE GS 7 LEVEL:
In addition to the Basic Competency Requirements listed above, one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-05 in the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as assisting senior developers in providing analysis, design, coding, testing and implementation of software and automated systems; applying basic IT principles and practices to assist in providing software and systems development support.
AT THE GS 9 LEVEL:
In addition to the Basic Competency Requirements listed above, one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-07 in the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as providing input to design specifications, coding, test plans, and issue resolution of software and automated systems; analyzing and refining software and systems requirements; applying IT principles and practices to the software development process; experience with frameworks such as .NET; and basic-level use of programming languages such as C#.NET, C++, VB.NET, Java, or Python.
AT THE GS 11 LEVEL:
In addition to the Basic Competency Requirements listed above, one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-09 in the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as developing, implementing, coding, testing, operating, modifying software and automated systems; conducting systems requirement reviews; applying IT principles and practices to the software development process; experience with frameworks such as .NET; and intermediate-level use of programming languages such as C#.NET, C++, VB.NET, Java, or Python.
AT THE GS 12 LEVEL:
In addition to the Basic Competency Requirements listed above, one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 in the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as service providing expertise and technical guidance on developing, implementing, coding, testing, operating, modifying software and automated systems; conducting systems requirement reviews and taking necessary corrective action; applying complex IT principles and practices to in the software development process; experience with frameworks such as .NET; and expert-level use of programming languages such as C#.NET, C++, VB.NET, Java, or Python.

Substitution of education for experience:
One full year of graduate level education in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or superior academic achievement (SAA) with a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks, may be substituted to meet the specialized experience requirement. Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a Master's degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Combination of education and experience is not applicable for this position.
GS-11
Substitution of education for experience:
A qualifying Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Combination of education and experience is not applicable for this position.

Education is not substitutable for specialized experience at this grade level.
