Duties
Selection at the GS-07 or GS-09 level, the incumbent will perform the duties of the position, with a reduced level of responsibility and/or difficulty, while receiving on-the-job trainee assignments or other appropriate training.
The primary purpose of this position is to lead, manage, and coordinate a wide variety of complex projects. Projects led/managed are typically multi-year, multi-jurisdictional, highly visible, interagency in nature, unique, new, and/or evolving.
Perform the full range of project management activities to include proper planning and management of available resources to ensure established performance expectations are met.
Coordinate with management and senior specialists to define the scope of each project and to determine the necessary time, money, personnel, equipment, licenses, permits, and other necessary resources to complete each project.
In consultation with BLM managers, employees, and stakeholders identify the appropriate interdisciplinary skill sets of employees and/or contractors necessary to perform project activities.
Monitor progress of projects and make adjustments as necessary to ensure successful completion. Monitor, recommend, and approve budgeted project expenditures and report any variance to the appropriate senior manager for review.

For GS-07:
You must possess one (1) full year of specialized experience at or equivalent to the GS-05 level that is equivalent in difficulty and complexity as indicated by the following examples: 1) Participating as a team member on small scale projects; 2) Creating administrative records to be utilized in support of project planning; 3) Demonstrated understanding of environmental assessments, lands, navigation, and/or realty actions; 4) Communicating with variety of stakeholders.

Education: earned a Bachelor's degree with Superior Academic Achievement in a course of study that directly reflects the job-related competencies necessary to satisfy the minimum qualifications and perform the duties of the position. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled.

Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
For GS-09:
You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: 1) Providing support to a multi-faceted project; 2) Demonstrated familiarity with land and realty regulations, as well as, knowledge of navigation; 3) Providing support, including as a team member, in development of environmental assessments; 4) Communicating with variety of stakeholders and building partnerships.

Education: earned a master's or equivalent degree; or have completed 2 full years of progressively higher-level graduate education leading to such a degree; or LL.B. or J.D. (if related). Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
For GS-11:
You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: 1) Providing oversight and management to a multi-partner, multi-faceted project; 2) Applying land and realty regulations, as well as demonstrated knowledge of lands and navigation; 3) Developing environmental assessments; 4) Communicating with variety of stakeholders, developing partnerships and consensus.

Education: earned a Ph.D. or equivalent doctoral degree; or, have 3 full years of progressively higher-level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade level of the position to be filled.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME-IN-GRADE REQUIREMENTS: Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

Physical Demands: The job involves prolonged hours of sitting at a desk and working on a computer in an office environment. Standing and hiking in adverse climate may be required for fieldwork.
Work Environment: The work environment varies from an office setting where the incumbent is in contact with work associates to a field setting where the incumbent is working alone or in a group, in remote and adverse situations. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
