THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a Supervisory General Supply Specialist, Position Description Number D1903000 and is part of the USPFO Supply and Services Division (S&S) of the Vermont Army National Guard.

Duties

The purpose of this position is to direct the development, coordination, and implementation of procedural changes; to direct the performance of management/program analysis for the logistic activities under the jurisdiction of the USPFO; and to direct acquisition, accountability, incoming, outgoing and formal transfer of logistic asset for the USPFO in support of the Federal and state mission. Position is responsible for the management, direction, and supervision of employees. 1) Develops goals and objectives that integrate organizational, logistics, supply, transportation and inventory management. Establishes, reviews, and revises policies, procedures, mission objectives, and organization design for the staff, as necessary, to eliminate work problems or barriers to mission accomplishment. Promotes team building, implements quality improvements, and responds to concerns with regulatory compliance and/or customer requirements. The incumbent provides technical and administrative supervision to subordinate personnel. Incumbent establishes priorities based on attainment of goals, objectives and work to be accomplished. Assigns work to achieve maximum economy, effectiveness, skill utilization, and employee motivation. Makes assignments based on priorities and the difficulty and requirements of the assignment. Interviews candidates for positions in the flight; recommends appointment, promotion, or reassignment of subordinate personnel. Monitors and evaluates employee performance. The incumbent assists employees in reaching performance goals. Informs subordinates of agency policies and programs. Hears and resolves complaints from employees, referring grievances and more serious unresolved complaints to a higher level supervisor or manager. Effects minor disciplinary measures such as warnings and reprimands and recommends other action in more serious cases. Identifies developmental and training needs of subordinates and provides and/or arranges for needed development and training. Approves and/or disapproves leave requests. Implements, promotes, and effectively supports equal opportunity for all personnel and follows provisions of labor agreements and applicable directives pertaining to personnel management. Promotes acceptance and adherence of special emphasis programs. Maintains an effective position management program. 2) Delegates responsibility and authority to subordinates. Provides advice, counsel, and instruction on work and administrative matters. Provides guidance and policy direction in supply and equipment support for all assigned units. Develops plans, programs, and policies for the operation, management, and administration of current and projected organizational programs. Provides guidance in establishing local procedures and/or control not specifically provided for by higher headquarters to include developing and publishing major command options to Army manuals and regulations. Directs development of local supplements and operating instructions and updates as required. Responsible for the implementation of logistics/supply computer operations and programs. Establishes, develops and maintains effective working relationships with other flights, supported organizations, and higher headquarters. Advises the Supply Management Officer and USPFO on available resources of personnel, equipment and funds to maintain maximum mission effectiveness. 3) Develops draft policies, concepts, and procedures to ensure that an effective operation is maintained using personnel, equipment, and funding to support the mission. Obtains, studies, and analyzes programming work assignment and workload documents. Monitors and reviews the monthly inventory document for excessive gains/losses and initiates appropriate action as required. 4) Ensures coordination with the other state USPFO, USPFO branches and state activities and units for material support for projects, operations, or programs including works such as: equipment fielding, commercial non-standard equipment authorizations and distribution. Monitors the status and effectiveness of material support by identifying, analyzing, and resolving problems within state logistical operations. Reviews and analyzes operational reports and plans, work schedules, planned requirements, and other data to determine and advise the Supply Management Officer and/or the USPFO. Determines, initiates, and coordinates required actions by establishing and maintaining liaison with Depot Inventory Managers, vendors, and state activities/units to schedule or provide advice as the receipt, accountability and posting to property records for all inbound and outbound property. Participates in meetings, i.e., state boards, project teams or conferences concerning levels of support, timing, locations and related inventory requirements. 5) Provides guidance regarding logistic inventory control. **REFER TO PD FOR FULL LIST OF DUTIES/RESPONSIBILITIES**

  • Incumbent is the primary focal point for Property Accountability for the United States Property and Fiscal Officer.
  • Incumbent is the focal point for unit mobilization operations seeking needed assets and establishing proper authorization documents for mobilization.
  • Incumbent is required to meet all the military training and requirements for compatible military assignment to be awarded this position.
  • During mobilization or demobilization operations may travel throughout the state or country assisting assigned units to identify and validate assets to being prepared or returned.

Military Grades: Warrant Officer WO1-CW4 Officer: 2LT/O1-CPT/O3 Enlisted: MSG/E8-SGM/E9 MINIMUM REQUIREMENTS: Experience, education or training involving administration of supply management, storage, cataloging, packaging and distribution or other work which provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have a minimum of 36 months Specialized experience; 1-year specialized experience equivalent to at least the next lower grade supervising and/or managing supply personnel and a variety of supply functions. Knowledge on the entire inventory management supply system. Experience coordinating with other organizations on complex and controversial supply issues. Experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions. Experience analyzing, developing, evaluating to improve supply programs, policies, procedures, techniques, etc.Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Length of time is not of itself qualifying. Candidates' experience should be evaluated based on the duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics): --Ability to direct the work of subordinate employees in accomplishing the work of the unit. --Practical knowledge of a wide range of well-established and commonly applied supply principles, concepts and methodologies in one or more of the technical supply specializations. -- Knowledge of a broad range of supply program relationships to analyze procedures, services, directives, and management of the Division for resolving major problems, establishing, or revising local policy, and coordinating the work of the Division with other organizations. -- Knowledge of the current supply management system to ensure that the system adequately supports logistical functional requirements. --Ability to perform recurring kinds of assignments, operations and/or procedures in providing services and resolving issues and problems of a procedural nature in supply operations, planning or program management. Utilizes knowledge of cost, existing policies and procedures in accomplishing work assignments. --Ability to analyze information and trace sequence of transactions to resolve problems. - Ability to communicate succinctly orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
