This position is in Supply Chain Management (SCM) in a Veteran Affairs Health Care System (VA HCS) and supported catchment area. The primary purpose of this position is transporting Veterans, visitors, staff and supplies and equipment from the main warehouse to various locations at an assigned Veterans Administration medical facility and any additional location, i.e., Outpatient Clinic (s), National Cemetery, and VA Regional office, as needed.

Duties

Major duties and responsibilities include: Incumbent will be operating and performing maintenance of high powered equipment, different machinery, and the upkeep of said machinery. Performs or leads repair work on roads, sidewalks, curbs, gutter, etc. Phases of work require knowledge of aggregate, sand, cement, water-cement ratio, seal coating and road patching materials. Operates vehicles such as shuttle carts/golf carts, vans, pickup trucks, panel trucks, flatbed trucks, carryalls, sedans, crew ca. Leads or performs digging of water and gas mains, moving of heavy Engineering equipment and supplies, demolition work, etc. Knowledge of Fertilization, transplanting, laying sod, preparing sod and seed beds, aerating, pruning, trimming and applying a wide range of chemicals to plants, turf, flowers, and trees. Must be able to operate a plow on a truck and/or side by side in a safe environment. Operates various high powered specialized lawn cutting equipment. Large agricultural type tractors, truck from 1/2 ton to 5 ton dumps. Seeders, tillers, sprayers, loggers, gas weed caters and various hand tools. Performs other related duties as assigned to the Grounds and Service Unit (e.g snow/ice removal during Winter months, refueling operations, small engine repairs, transportation of equipment, etc.) Makes independent judgments and recommendation within the framework of good gardening practices. Incumbent uses own initiative, makes independent judgements in working and recommends changes for improvement and directing work in accordance with the framework of good gardening practices. Incumbent is under the supervision of the Maintenance & Repair Section Supervisor, and receives assistance only on new, unfamiliar and complex situations. Troubleshoots equipment malfunctions and failures and determines the extent of repairs and parts needed, estimated materials required, selects best work methods, techniques and trade practices and accomplishes the repair or overhaul. Is responsible for selecting and safety using proper tools, devices, manuals, references and efficient procedures. Protects materials, supplies and equipment from the elements. Maintain tools and equipment in an organized fashion, accountable for property inventory. Operates smaller equipment like mowers, weed eaters, and leaf blowers in a safe and responsible manner. Maintains cleanliness and professional appearance of both the in and outside of the vehicle. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/17//2024. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements/Working Conditions: Total body muscular effort and foot, leg, eye, hand, and arm coordination are required for operating grounds keeping equipment including operation of zero-radius turn mowers, Tool Cat, snow plow, salter, mowers, weed-eaters, edgers, chainsaws, leaf blowers, motor vehicles, etc. Normal daily physical effort requires: a. Lifting, carrying, pushing, and/or pulling up to 50-lbs regularly or over 50-lbs. intermittently; b. Frequent climbing and balancing on equipment, motor vehicles, loading docks; c. Regular stooping, kneeling, crouching, and/or crawling; and, d. Fine finger dexterity needed to properly operate equipment and machinery. Working Conditions: Work is performed primarily outdoors in all types of weather, to include extreme continuous snowfall and temperatures in the winter months. Subject to long periods in the sun, rain, hot and cold weather. Exposure to direct sun, dust, wind, fumes, noise in excess of 85 dBA and chemical sprays. Chance of minor injuries such as bruises, cuts, scrapes frost bite and beestings. Equipment repairs may occur in a garage at which time incumbent may be exposed to grease, oil, dust and chemicals used for cleaning or lubrication. Strain caused by constant vibration of equipment and jerking and jolting over rough surfaces. Incumbent is frequently required to work in awkward or strained positions. The job requires approximately 10% sitting, 40% riding equipment and/or driving, and 50% physical labor performing all duties. The job is performed 20% indoors and 80% outdoors and is frequently done in temperature and weather extremes. Job includes significant exposure to risk of injury.
