The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Data and Partnership Interoperability.
Duties
The Policy and Capabilities Directorate is focused on ensuring the IC is best postured to meet the future challenges and threats confronting our nation. The Office of the IC Chief Data Officer (OIC CDO) is responsible for driving the IC's ability to leverage intelligence data as the IC's most valuable strategic asset, providing the policies, standards, guidance, and capabilities for deep, long-range, and just-in-time insights that enable operators, analyst, warfighters, decisionmakers, and senior policymakers.
The OIC CDO partners include IC elements, DoD, liaison, and a broad range of private sector leaders with industry, NGOs, and academia. The key to the success of the Intelligence Community is our ability to optimally leverage and make relevant data readily available to our partners. The OIC CDO is seeking a staff officer with the right skills and experience to perform the following.
Supports the OIC CDO by monitoring incoming memoranda, reports, and requests for information or comment; prioritizing urgent items; and researching items of particular interest.
Drafts and/or edits outgoing correspondence, speeches, and briefs on behalf of OIC CDO principals. Review written material for proper formatting, grammar, and punctuation; proper coordination; and substantive content prior to OIC CDO or other ODNI senior signature or approval.
Ensure timely, professional internal and external response coordination and execution of all internal and external taskings prior to OIC CDO or other ODNI senior signature or approval.
With the special assistant, organizes the OIC CDO principal's schedules, ensure read-ahead material is prepared/provided for meetings, speaking engagements, and conferences; and support the coordination and logistics of any travel needs.
Initiates and closely manages the coordination and collaboration of all issues to facilitate key decisions or recommendations on major or sensitive topics.
Develops and executes office-wide operational procedures, business practices, and communicate to all personnel.
Keeps abreast of new policies, procedures, regulations, directives and develops, recommends and issues adequate instructions to subordinate elements for proper implementation.
Interacts and collaborates with a variety of personnel across ODNI and the IC to make informed decisions. Initiates and ensures effective communication, coordination and follow-up actions with subordinate elements.
Briefs, liaison with, and coordinates requirements or actions with counterparts at other IC agencies, the National Security Council, White House staff offices, and other USG organizations.
Analyze, evaluate and organize material received for appropriate referral; compose, coordinate and consolidate recurring reports; review written product for compliance with Agency procedures.
Research topics and collect material for meetings, speeches, and conferences; keep records of proceedings as required.
Establish controls and oversight to monitor internal and external taskings, including but not limited to talking points, briefings, and memoranda. Performs other duties, as assigned.
Qualifications

Expert knowledge of the ODNI structure, policies, and procedures as well as the IC structure and member's roles and capabilities.
