The primary purpose of this position is to exercise technical and administrative supervision over approximately 50 subordinate workers and their first-line supervisors in accomplishing successful loading/offloading of cargo within the Defense Transportation System of the 732d Air Mobility Squadron (AMC) Air Freight Section.

Duties

- Performs work planning responsibilities. Plans on a quarterly or longer basis the overall use of personnel and other resources controlled through one or more levels of supervision. - Performs work direction responsibilities. Assigns and explains work requirements and operating instructions to subordinate supervisors and sets deadlines and establishes the sequence of work operations to be followed. - Performs administration responsibilities. Participates with lower level supervisors and employees in the development of performance plans. - Provides a work environment that is free from all forms of discrimination, harassment, and retaliation. - Ensures education in, compliance with, and practice of security directives, good safety, and health habits in all works areas.

  • Position must obtain and maintain a flightline/runway crossing authorization.
  • Position requires a secret security clearance.
  • Must be licensed for and able to operate 60K Tunner Loader, IOK forklifts. and other Materials Handling Equipment (MHE) and motor vehicles associated with position.
  • Must obtain 60K and qualification within 6 months of hire.
  • Must be qualified to perform Joint Inspection of user cargo entering the Defense Transportation System (DTS).
  • Must be qualified to use Global Transportation and Execution System (GATES) and other applicable computer systems.
  • Must obtain/maintain HAZMAT Inspector level qualification
  • This is a drug testing position. Incumbent of this position will be subject to random testing for drug use.
  • IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity.
  • Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-6900 Warehousing and Stock Handling Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to supervise. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of safety regulations. practices, and procedures and the ability to read and interpret blueprints, diagrams, sketches, and technical specifications. 3. Ability to manage overall direction and coordination of subordinate work activities and functions. implements sound personnel policies, practices, and procedures through one or more levels of subordinate supervisors. 5. Knowledge of transport aircraft, related load characteristics and applicable air transportation regulations. 6. Knowledge of hazardous and /or explosive cargo movement procedures and compatibility. Knowledge and skill and planning and executing safe cargo loading/unloading activities on trucks and aircraft and the ability to effectively schedule, select and sequence cargo on transiting aircraft. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
