The Supervisor Medical Instrument Technician (Multiple Functions) is responsible for the operation of the Sleep Lab, EEG Clinic, Cardiology Clinics to include Holter/Event Monitoring, EKG, Cardiac Stress/Stress Echo Testing and the Echo Clinics; Supervision of the Medical Instrument Technicians in the following functions: EKG, Echocardiography, EEG and Polysomnography. This person must be certified in one of the above specialties.

Duties

This supervisor will interview and select employees. Plan work schedules to assure adequate coverage to all units listed above. This person must be certified in one of the above specialties. No less than 30% of position's duties will be in direct patient care. Incumbent has full supervisory responsibility for a staff of non-supervisory personnel (as detailed above), support personnel, trainees, and others in the delivery or support of this unit. Develops program to insure that quality services are planned, developed, and implemented to ensure appropriate high quality patient care diagnostic and treatment outcomes. They will work with his/her employees to develop performance plans, unit policies (SOP), and procedures, and to ensure that appropriate time and leave regulations are followed for all employees in the work unit. The Supervisor Medical Instrument Technician (Multiple Functions) is the first line supervisor who addresses grievances or concerns from employees in concert with consultations with the Service Chief. The Supervisor, Medical Instrument Technician (Multiple Functions) develops policy guidance, motivational materials and information. When assigned they will act as clinical champion to promote and involve employees in new programs and initiate organizational change. They prepare performance appraisals (utilizing self appraisal input from the employees) for the all employees in the unit and recommends employees for appropriate levels of performance achievement based on objective data supporting meeting of individual, service, and organizational goals and objectives. Maintains and coordinates annual leave schedules and approves sick leave and annual leave in accordance with Medical Center and AFGE and NAGE negotiated agreements. Prepares and justifies the annual and all long-range budget plans for the staff, services and equipment. Prepares statistical reports for Chief of Medicine on a monthly basis to be utilized in the Medical Center QM process; prepares Standard Operating Procedures, service policies and procedures, certifies employees performing special procedures as competent to perform independently and responds to all initial unit patient complaints only referring to the service patient advocate when such problems or concerns cannot be first resolved in the departments that comprise the Special Diagnostic Unit. This Supervisory position requires knowledge of medical technology applicable to a wide range of duties on several specialty areas or functions, and a high level of skill in applying this knowledge in solving very complex problems involving diverse aspects of clinic practice. Knowledge and skill in applying, analytical, and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations is essential knowledge of pertinent laws, VA regulations, policies and procedures which as they affect daily operations and accreditation status is also very important. Knowledge of the major issues, program goals and objectives, work processes, and administrative operations pertinent to the measurement and improvement of program effectiveness and/or organizational productivity are required. Skill in conducting detailed analysis of complex functions and work processes is highly desirable. Interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations is important as is basic communication skills in gaining employee confidence and including them whenever possible in unit decision making to make the unit workflow and employee satisfaction a high priority for the Supervisor, Medical Instrument Technician (Multiple Functions). The Supervisor reports directly to the Chief of Medicine, the majority of duties and assignments are described in a broad manner and the Supervisor, Medical Instrument Technician (Multiple Functions) works independent using his/her own initiative in carrying out responsibilities; referring only the more difficult problems to the section or service chief after first making every effort to resolve the matter by themselves. The incumbent works within the parameters of the approved business plan and is responsible for planning/organizing the daily operational requirements of the unit estimating costs, coordinating with staff and line management officials, and supervising daily operations of the unit. The incumbent informs the Chief of potentially controversial findings, issues or problems with widespread impact and makes multiple alternative recommendations for problem-resolution. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: There are no specific educational requirements for this occupation. Licensure or Certification: Licensure or Certification is not required for this occupation; however, it is strongly desirable at GS-6 or above as evidence of possession of the essential knowledge, skills, and abilities. For certain functional areas at the higher levels or supervisory assignments, specific certifications appropriate to the specialty are indicated in this standard under "Titles and Certification/Registrations". For all specialties identified in this standard, Basic and Advanced Cardiac Life Support certifications are desirable. Training which does not result in official certification does not meet this definition. English Language Proficiency: Medical Instrument Technicians must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment, all individuals referred and assigned to this occupation must meet all the qualification requirements and KSAs defined in the specific assignment as follows: To qualify for the GS-10 you must possess the following: Experience At least 1 year of experience comparable to the next lower grade level, which is directly related to the duties of the position to be filled, and must fully meet the KSAs at that level. This would be experience which demonstrates possession of the knowledge required to provide the most complex polysomnography technician services. In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSAs designated by an asterisk (*): Demonstrated Knowledge, Skills, and Abilities 1. Advanced knowledge of complex and non-standard treatment and examination procedures and techniques. 2. *Ability to plan and assist in the establishment of a completely integrated treatment and examination program. 3. *Ability to evaluate new products and equipment and make recommendations concerning developments which would improve operations. 4. *Ability to manage the fiscal matters of the functions supervised (which would include fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. 5. *Knowledge of and ability to provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluation; selection of staff; and recommendation of awards, advancements, and, when appropriate, disciplinary actions. Certification Registration by the governing body of the specialty of the technician is highly desirable. Basic Cardiac Life Support (BCLS) and Advanced Cardiac Life Support (ACLS) certifications are also desirable for employees at this level. The full performance level of this vacancy is GS-10. Physical Requirements: Work is primarily performed in patient care areas in outpatient settings. Moving equipment and supplies, lifting to 40 pounds, bending, stooping is involved along with some inpatient responsibilities based on the certification held by incumbent.
