Vacancies will be filled in the following specialty areas:
Submission Processing Headquarters, Accounting & Tax Payment Branch, Accounting & Deposit Section, Field Office Deposit Program
The following are the duties of this position at the full working level.
The incumbent assist other analyst responsible for developing and/or interpreting guidance on program planning, execution, and evaluation for the compliance, accounts management and/or taxpayer education and communication functions.
With assistance the employee plans, analyzes, determines cost/benefit relationships, and coordinates a variety of functions, operations, and teams.
Provide assistance in conducting studies surrounding issues and problems facing operating unit functions or those of particular concern within the organization assigned. This may require coordinating input from activities outside the division and identifying new methods of performing work. This requires the incumbent to demonstrate analytical, technical, and process analysis skills.
Work with senior specialist to analyze assigned program areas to discern trends in program delivery. Consolidates report data to measure the effectiveness in meeting baselines or the degree to which program plans and achievements support strategic initiatives.
Provides input and assistance to analysts, managers, and employees in the assigned program area. Assists in developing and preparing operating guidelines, instructions, and other material pertaining to assigned program areas.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE/EDUCATION FOR GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:
Experience with IRS functions, programs, policies, regulations, procedures, and operations to evaluate program plans and determine impact of changes on program goals.
Experience using cross-functional programs and their interrelationship with assigned program to conduct pre-selected reviews and studies/projects.
Experience using analytical and evaluative methods in order to assess and measure program operations effectiveness, identify gaps, consolidate findings and recommend alternatives.
Experience using technical methods and practices such as program analysis, process analysis, management reporting procedures and available system capabilities to resolve operating problems, and provide statistical data or other management information reports.
Experience recognizing tax issues that impact assigned programs in order to make recommendations.
Experience using oral and written communications to exchange information, to prepare reports, explaining program differences and recommending improvements and/or corrective action.
OR
You may substitute education for specialized experience as follows: a master's or equivalent graduate degree in a related field of study.
OR
Two (2) full academic years of graduate level education leading to a master's or equivalent degree in a related field of study.
OR
LL.B. or J.D., if related.
SPECIALIZED EXPERIENCE/EDUCATION FOR GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
Experience with IRS functions, programs, policies, regulations, procedures, and operations to evaluate program plans and determine impact of changes on program goals,
Experience using cross-functional programs and their interrelationship with assigned program to conduct reviews of studies/projects.
Experience using analytical and evaluative methods in order to assess and measure effectiveness of program operations, identify gaps or conflicts in program information, consolidate findings and, recommend alternatives.
Experience recognizing significant tax issues and enforcement changes that impact assigned programs in order to recommend changes in implementing regulations.
Experience using program and process analysis, management reporting procedures and available system capabilities to resolve operating problems and providing statistical data or other management information reports.
Experience in oral and written communications to conduct briefings, prepare reports, document findings and, disseminate procedural and regulatory information.
OR
You may substitute education for specialized experience as follows: a Ph.D. or equivalent doctoral degree.
OR
Three (3) full academic years of progressively higher-level graduate education leading to a doctoral degree or equivalent in a related field of study from an accredited college or university.
OR
LL.M., if related.
