As a Supervisory Program Manager responsible for department wide ORMDI programs and EEO planning/reporting functions under the U.S. Equal Employment Opportunity Commission's (EEOC) Management Directive (MD) 715 for the analysis of barriers to equal opportunity for minorities, women, and disabled individuals. This position serves as an agency expert within the assigned program with duties including strategic workforce planning and analysis, EEO collection of data for planning.
Duties
Establish work priorities for subordinates.
Provide guidance to subordinates concerning technical or administrative matters.
Develop agency-wide policy and guidance for the development of specific programs.
Consult with the department regarding strategic workforce planning EEO and communications related programs.
Analyze the Department's strategic plan and drafts inclusion of VA's EEO program and applicable Congressional Executive Orders.
Analyze the effectiveness of ORMDI EEO program in meeting established performance goals.
Oversee centralized communication plans with internal/external stakeholders
Provide objective, independent assessments and recommendations regarding organizational policies, initiatives and program assessments, operational issues, and organizational changes.

Qualifications
Specialized Experience:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization.
Specialized experience is defined as work that involves (1) Establishing work priorities for subordinates; (2) Supervising the evaluation of EEO plans from VA field installations; (3) Analyzing the effectiveness of ORMDI EEO programs in meeting established performance goals; and (4) Developing centralized communication plans with internal/external stakeholders.
Education
There is no educational substitution for the GS-15 level.
