About the Position: Serves as the Human Resources Specialist, technical consultant and acts as point of contact on questions concerning regulations, policies, practices, and theories as they pertain to military personnel management programs.
This is a developmental position re-engineered at less than the full performance level. This position will be recruited at the GS-7 grade level. The responsibilities listed below are at the full performance level (GS-9).
Duties
Provides staff advice and consultation to the HQ and supported unit Soldiers.
Serves as liaison between Soldiers and the installation finance and military personnel directorate for personnel management functions.
Duties require knowledge of management and administrative principles combined with an understanding of and familiarity with all automated databases used with OPMD/EPMD and the U.S. Army Human Resources Command (HRC).
Analyzes all data trends and problems and brings them to the attention of the Assistant Chief of Staff, Human Resources.
Assists in decisions on conflicting promotion issues based on interpretation of regulatory guidance.
Resolves pay, Basic Allowance for Housing (BAH), Basic Allowance for Subsistence (BAS), and other finance issues.
Responsible for monitoring and analyzing all HQDA data for Medical Readiness Command, East (MRC, E) and supported units, i.e., processing officer and enlisted evaluation statistical reports, IPPS-A Soldier Readiness Reports.
Acts as a point of contact on questions concerning regulations, policies, practices, and theories as they pertain to military Human Resources management programs.
Duties require knowledge of Military Personnel and management systems to include, but not limited to Officer/Enlisted promotions, Officer/Enlisted evaluations and MILPER Information/Database (specifically IPPS-A and military awards).
Manages priorities set by the Commander and assists in preparing schedules for completion of work.
Responsible for monitoring and analyzing all Public Health activity data for HQ and supported units, i.e., processing officer and enlisted evaluation statistical reports, IPPS-A Performance Reports.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes applying basic military human resources regulations, policies and guidance to complete duties; resolving military human resources problems using an established procedure; and conducting research on routine military human resources situations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resource Management.
OR
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05).
Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
