Duties
This position is located within the United States Department of the Interior, Bureau of Ocean Energy Management, Office of Renewable Energy Programs in Sterling, Virginia.
At the full performance level (GS-11) the major duties of this position include, but are not limited to the following:
1) Coordinate and schedule meetings for staff members and assist managers in planning and coordinating meeting logistics.
2) Provide expert travel support including making reservations and preparing authorizations and vouchers.
3) Support the development of briefing materials for internal and external use. This includes formatting and editing PowerPoint slides and Word documents.
4) Administer correspondence activities including processing mail, tracking assignments in the document tracking system, drafting responses, and reviewing outgoing correspondence for correct format, grammar, and coordination of facts.
5) Serves as timekeeper and assist in initiating personnel actions in the Federal Personnel Payroll System (FPPS), and coordinate onboarding of new employees.
6) Serves as a File Custodian and coordinates with the Renewable Energy Records Management Liaison to maintain records with proper documentation and filing and ensures records management procedures are in accordance with Bureau and OREP policies.
7) Prepare reports and conduct research and analysis.
8) Maintain and manage a government purchase card, in addition to reconciling processing charge card transactions and payments.
9) Assist staff and managers with initiating and modifying purchase requisitions.
10) Manage, initiate, coordinate, review and maintain records to assure property accountability records are current.
11) Obtain, coordinate, and prepare paperwork for property disposition and work with facilities and property managers to update records and to process and remove excess property.
The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework a set number of days per week with supervisory permission.
Salary Information
GS-11. Step 1: $82,76400 to GS-11, Step 10: $107,590.00 per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the specialized experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) utilize an in-depth understanding and knowledge of Federal travel processes and requirements to coordinate travel activities,
2) gather facts and analyzing data, problems and/or issues
3) meet all requirements for purchase card transactions;
4) utilize a document tracking system to format and edit documents for grammar, spelling, punctuation, and bureau and Department guidelines for format, signatory style, and content sense to assure that correspondence is accurately prepared and assembled and appropriate for signature.
5) manage and track an accountable property inventory; and
6) utilize multiple electronic calendars sufficient to scheduling conference rooms for senior staff.
Desired but not required COR Level One certification. If applicant has this certification, they should include a copy of their certification with application.
Must have ability to obtain COR Level One certification within one year of appointment to position if not COR Level One certified.
MUST MEET ALL SPECIALIZED EXPERIENCE LISTED ABOVE OR MAY SUBSTITUTE EDUCATION AT THE GS-11 AS LISTED BELOW.
B. Education- Substitution of Specialized Experience for Education if you have achieved:
Ph. D. or equivalent doctoral degree or
Three (3) full of progressively higher level graduate education leading to such a degree or
LL.M., if related

C. Combination of Education and Experience: Only education in excess of the first two years of progressively higher level graduate education toward a Ph.D. or the equivalent doctorate degree may be used toward this combination (example: 2.5 years in a Ph.D. program (50%) plus 6 months of specialized experience (50%)=100%).
