Duties

Serves as an operational liaison officer (LNO) between the Defense Logistics Agency (DLA) and Interagency partners. Reports to the Whole of Government (WoG) Division Chief any items of concern between DLA and Interagency partners. Serves as DLA’s Account Manager for an Interagency Partner (civil and defense departments/agencies). Works within the Whole of Government Division to develop broad Interagency Agreements (IAAs), Appendices, and Memorandums of Understanding (MOUs) with Interagency Partners which define expectations of DLA support and operational synchronization. Responsible for monitoring and analyzing DLA logistics support and its effect on DHS and Federal Agency readiness and overall customer satisfaction. Works within WoG and with DLA partners and leadership to ensure DLA performance is consistent with IAA and MOUs through in- depth statistical analysis of IAA and MOU metrics and other available data.

Qualifications

To qualify for a Logistics Management Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Utilizing automated logistics systems and overall major logistics support as well as those systems that collect performance data for logistics systems. Providing logistical assistance to DoD partners and interagency personnel. Negotiating broad Interagency Agreements, Appendices, and Memorandums of Understanding (MOUs) with partners. Representing a "home" agency interest while balancing needs of "host" agency and vice versa, as an operational Liaison Officer (LNO) and/or as an account advocate/representative. Writing policies, procedures, and agreements. During times of crisis, providing increased connectivity at the Interagency level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
