This position is located with Bureau of Indian Affairs, Superintendent, Uintah and Ouray Agency in Fort Duchesne, Utah.

Duties

Assist with vegetation data collection and gathering of soil, woodland, and range inventories. Provide guidance for all proposed actions on Tribal lands or federal funds, permitting, control and comply with Department of Interior, National Environmental Policy Act (NEPA), and Council on Environmental Quality (CEQ) regulations. Develop plans for range and farm pasture leases. Utilize and interpret aerial photographs, topographic maps, remote sensing data, computer driven linear measuring system, GPS, GIS and personal knowledge of the reservation. Provide technical support and services to Federal, State, Tribal, local agencies, and the general public.

Qualifications

Individual Occupational Requirements Specialized Experience (for positions at GS-5 and above): In addition to the experience requirements described in the group coverage standard, seasonal experience may also be creditable. A season of experience is considered to be a period of no less than 3 months of continuous employment on a seasonal basis. Shorter periods may be combined to make a season, provided a total of at least 3 months' experience is shown. For any period where the work exceeded 3 months, the excess work is credited towards an additional season of experience. One season of experience is qualifying for GS-2; 2 seasons of experience qualify for GS-3; and 4 seasons of experience qualify for GS-4. Examples of qualifying specialized experience include: Work in the conservation, regulation, and use of public or Federally controlled lands for grazing. Range research activities. Work in the operation of a livestock ranch or in assisting in the management or preservation of lands comparable to the public range. Range or forest fire control, prevention, or suppression work. OR Education GS-5: Successful completion of a full 4-year course of study leading to a bachelor's degree (a) with major study in forestry, range management, agriculture, or a subject-matter field directly related to the position, or (b) that included at least 24 semester hours in any combination of courses such as those shown above. . MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Grade (05): 1 year specialized experience, which is defined as: Assist in vegetation data collection for ongoing and updates of soil and range inventories by assisting in the design, description and range interpretations of mapping units, including the gathering of range and woodland vegetation data to support these mapping units. Will work with the Regional Range Conservationist for technical support. Develops conservation plans with the assistance of the agricultural staff for range and farm pasture leases. Assists in developing and maintaining a current reservation technical plans, detailed technical plans for management units, and annual plans for management units. Interacts with external entities such as Federal, State, Tribal, and local agencies, and private companies. Coordinate with managers, planners, and resource specialists to identify Agency and reservation needs on a local scale and develop long and short-term plans to address needs. Grade (06): 1 year specialized experience, which is defined as:Plans and schedules field investigations to ensure compliance with terms of livestock grazing permits and farm/pasture leases including livestock numbers, brands, stocking rates, season of use, maintenance of range developments, fence construction and fence maintenance. Provide detailed reports including information about livestock identification by legal description involving livestock trespass. In cases of non-compliance, determines the seriousness of the infraction and in cases of minor violation takes action immediately to correct the violation by contacting the permittee, discussing the infraction and recommending corrective action. In cases of extreme noncompliance, i.e., overstocking or trespass, gathers the necessary information and makes recommendations for further action. All qualification requirements must be met by the closing date of this announcement.
