This position is located in the Office of Chief Financial Officer, National Finance Center, Government Employee Services Division, Payroll/Personnel Operations Directorate(POD), Payroll Processing Branch(PAPB) in New Orleans, LA. The incumbent will be responsible for providing assistance to agencies in resolving payroll processing problems, interpreting Federal Erroneous Retirement Coverage Correction Act (FERCCA) processing procedures and complexed manual adjustments and payments.

Duties

Independently performs conventional FERCCA payments and adjustments for retirement corrections. Researches and analyzes automated payments and adjustments and/or calculates and processes manual payments and adjustments. Audits and processes corrective actions on the Adjustment Report ( 4316). Provide guidance and/or training to lower grade employees. Recommends payroll/personnel-related processing actions, and initiates necessary actions to resolve and adjust employee payroll accounts. Provides advice and guidance to project managers, staff, and clients concerning clerical, payroll/personnel, and administrative matters.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment. Specialized Experience - GS-8: One year of specialized experience equivalent to the GS-7 grade level or pay band in the Federal Service or equivalent responsibility in the private sector/pay systems that has equipped the applicant with the particular competencies to successfully perform as a Financial Management Assistant. Example of such experience include: 1) Experience reviewing, evaluating, and verifying a wide range of accounting transactions to determine the adequacy of the system. 2) Experience determining actions to be taken in resolving conventional pay adjustments. 3) Experience coordinating the preparation of budgetary/financial documents. NOTE: This experience must be demonstrated on your resume/supporting documents. Time-in-Grade Requirements: Merit promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-7 is required to be eligible for the GS-8. Time-in-Grade requirements must be met by the closing date of the announcement. Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. No Award SF-50 will be accepted. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
