This position is located at the NCA Continental District Office in Lakewood, Colorado.
Duties
Work closely with the NCA Contracting Service to acquire the goods and services needed for the mission and goals of the Office of Field Programs and of the district. Prepare needs assessments, review appropriate technical specifications, prepare requirements documents, and execute contracts on procurement requirements for the Office of Field Programs, the district, and the cemeteries. Analyze and prioritize facility maintenance and service requirements against mission and customer and stakeholder needs. Prepare facility service contracts and construction projects covering a broad range of cemetery services to existing cemeteries within the district, including but not limited to: Shrine projects (for headstone raise and realignment, turf renovation, and irrigation improvements), initial and replacement headstone setting, grounds maintenance, Total Cemetery Operations, janitorial, irrigation system maintenance, water plant operation, waste management, bulk materials/supply delivery and/or installation, security, and uniform supply.
Serve as the Contracting Officer's Representative (COR) and administer contracted projects to ensure contractor compliance with drawings, specifications, regulations, and policy. Provide oversight and guidance to field staff who serve as CORs at their respective cemeteries. Administer contracts for compliance, evaluates submissions, and processes payment applications and invoices within required timeframes. Prepares reports required for VACO, and NCA tracking of progress and funding allocation. Prepare plans, specifications, and estimates for maintenance and repair projects, which can include architectural, fire and safety, mechanical, plumbing, electrical, telecommunication, analog and digital electronics, and hazardous material abatement design. Prepare technical evaluations and calculations for reports and engineering studies of Cemetery projects, facilities, equipment. and systems.
Performs public outreach as needed.
Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm. May include occasional overtime work.

Qualifications
To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 08/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.

You may qualify based on your experience, as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: serving as a member of an interdisciplinary team providing technical and administrative assistance and guidance related to various construction projects; experience serving as the Contracting Officer's Representative (COR) administering contracts for compliance and experience providing oversight and guidance to field staff who serve as CORs at their respective cemeteries; experience preparing plans, specifications and estimates for maintenance and repair projects and performing field investigations to gather architectural and engineering data necessary to document conditions for design, construction and engineering records.

Physical Requirements: Work is generally performed in an office environment. However, field work will require physical exertion such as extended periods of standing; walking over rough, uneven, or rocky surfaces; and recurring bending, crouching, stooping, stretching, climbing ladders, reaching, or similar activities.
