You will serve as a LOGISTICS MANAGEMENT SPECIALIST in the SUPPLY MATERIAL SUPPORT DIVISION, SUPPLY DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD.
Duties
You will establish criteria to identify and analyze trends in Shipyard supply programs and requirements.
You will implement new and improved supply methods and procedures within the Shipyard.
You will prepare and present briefings and reports on policy, procedure, and regulatory requirements.
You will develop administrative procedures to ensure all work performed meets time and budget constraints.
You will plan and coordinate solutions to problems and deficiencies in the workflow process.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
- This is a bargaining unit position.
Qualifications
GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
-Experience establishing supply policies and guidelines.
-Experience compiling, analyzing, and summarizing information relating to the designated supply requirements.
-Experience utilizing judgment to interpret, modify, and apply available guidelines and communicate encountered problems.
-Experience resolving conflicts in customer descriptions of required items, recommending substitutions and advising about alternate acquisition approaches.
GS-09
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
-Experience maintaining inventory control records in an automated system for parts needed in support of shop stores program.
-Experience monitoring usage transactions, tracking the timing of reorder actions, and verifying cost changes for parts and subassemblies.
-Experience monitoring stock levels, rates of usage, reorder points, and requesting new items.
-Experience assisting establishing supply policies and guidelines.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Education substitution for GS-11 position:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree
or
LL.M., if related
Education substitution for GS-09 position:
Master's degree or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree
or
LL.B., or J.D., if related
