The primary purpose of this position is: To serve as the 366 CES Financial Management Specialist responsible for developing, implementing, and monitoring financial service operations and establishing internal accounting controls. This position is the team lead over nonsupervisory employees assigned to the Asset Accountability Section of the Civil Engineer Squadron.
Duties
Performs budget formulation work involving preparation of detailed annual and/or multi-year budget estimates for Civil Engineer Squadron.
Develops and completes financial management duties of the Resource Management Section, ensuring that the financial service operations comply with legal and regulatory requirements and meet customer needs; Supervises subordinate employees engaged in financial technical work. Independently plans and assigns work taking into consideration the skills and capabilities of subordinates.
Represents the Resource Management Section with a variety of installation and functional area organizations.
Develops, implements, and monitors financial service operations and establishes internal accounting controls.
Leads and/or performs specialized, individual economic analyses and impact studies in support of a variety of budget programs.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d (CONT. Below)
- Incumbent shall comply with the requirements of this certification program.
- In accordance with the Ethics in Government Act, 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- The Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions (CONT. Below)

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of concepts, principles, and practices of a professional or administrative occupation, such as would be gained through extended study or experience, and skill in applying this knowledge to difficult and complex work assignments; a comprehensive and in-depth knowledge and understanding of Federal Financial Management laws, AF and DoD Financial Management principle, policies, procedures, rules and regulations is required for the assessment.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of multiple budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute budgets and financial goals in support of the mission, structure, goals, work processes, and programs of the organization.
2. Knowledge of internal audit procedures to monitor financial services and establish internal controls.
3. Knowledge of federal contracting and procurement regulations, procedures, and practices.
4. Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations.
5. Ability to plan, organize work, and meet deadlines.
6. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
