The Program Analyst will enhance healthcare quality, efficiency, and effectiveness by integrating clinical and IT processes within the South Texas Veterans Health Care System. Responsibilities include analyzing clinical data, developing performance management tools, managing data systems, applying health informatics, and collaborating on system requirements. The role requires strong project management, analytical, and health informatics skills.
Duties
Development of data collection, storage, maintenance, and reporting methods of databases to track performance measures, action plans, professional practice evaluation data, and other quality indicators.
Monitors and reports on trends in performance measure data at multiple facilities across the region.
Identifies programmatic problem areas or inherent weaknesses in policy and procedure by reviews both internal and external.
Ensures that quality initiatives are implemented to identify, prevent, and correct unsatisfactory performance on critical measures, and follows up to evaluate effectiveness.
Maintains a system of program-specific data to track items such as strategic planning initiatives, project milestones, progress reports, and compliance strategies.
The incumbent performs collection, compilation, analysis, and/or tracking of data and statistical information to develop solutions to improve the productivity, efficiency, and effectiveness of organizational and program operations.
Responsible for gathering data to support program manager's assessment of clinician and physician workload, clinical access, clinic utilization, historical and open encounters, consult management, and performance measure data from national databases.
Gathers, validates, and interprets data in a variety of formats; may prepare and present data for meetings and reports.
Coordinates with other services to identify and correct errors that may affect productivity and costing of assigned Physical Medicine and Rehabilitation staff.
Analyzes workload and patient demand to adapt clinical schedules and grids to ensure proper physician workloads and effective, efficient utilization of clinical assets.
Develop indicators designed to identify ineffective work practices and to verify adherence to quality plans and requirements based on best practice model.
Collaborates on written and verbal reports in response to requests from leadership to identify, analyze, and present issues and/or solutions to maintain program requirements.
Work Schedule: Monday - Friday 7:30am - 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: analyzing clinical data for patient care, developing performance management tools, and maintaining clinical system profiles and data accuracy. It includes proficiency in health informatics, clinical software like VistA, and using analytical techniques to assess treatment impacts. This experience also covers providing clinical and administrative data to solve organizational problems, developing budget and resource projection reports, and maintaining report parameters and files. Additionally, it involves applying statistical analyses to patient management systems, improving clinical data-management methods, instructing staff on information management tools, and collaborating with staff to develop system requirements and clinical decision-support systems while managing multiple priorities and revising operational procedures. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a bachelor's degree. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position.

Physical Requirements: Trips to satellite outpatient clinics or Department of Defense or other health care agencies are sometimes necessary and will involve transportation via station vehicle or privately-owned vehicle. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines. The work involves carrying light items such as books, instruments, laptop computers and other similar materials.
Work Environment: Work is typically performed in office, conference room and clinical/hospital patient care settings. Typically, the work is hazard-free, not requiring any special equipment or clothing.
