This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The installation rests in the beautiful 'hill and lake' country of Central Texas between Killeen and Copperas Cove.

Duties

Serves as the Fuel source attendant, reporter, and delivery for Fort Cavazos power generation, Critical missions, Directorate of Emergency Services (DES) emergency response equipment emergency range operations, DPW OMD equipment operations. Receives, stores, transfers, and distributes bulk petroleum products. Validates documentation and fuel received from incoming shipments for proper identification of fuel and examines cargo for proper seals, safety regulations, and environment control systems. Reports any defects, shortages, or overage in shipments to the supervisor. Performs preventative maintenance checks and services on the fuel distribution system, including lubricating pump bearings, changing strainer filters, adding additives to fuels, and obtaining and scheduling system maintenance tests or repairs. Coordinates with the Supervisor or Safety office on necessary safety, fire, and environmental control regulations and procedures. Conducts daily clean-up of storage sites, equipment, and tools. Participates both individually and as a team member to assist in suppressing wild land fires, and assists with controlled burns, back burns and other activities necessary to control fires. Accounts for all fuels that are received, stored, and distributed, to include performance of daily, weekly, and monthly inventory of fuels.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
  • Incumbent must obtain and maintain a valid state Commercial Driver's License (CDL) Class A with Hazmat/Tanker endorsement to operate vehicles with an appropriate class rating with applicable endorsements.
  • Incumbent must be able to obtain and maintain forklift training certification and license.
  • Must pass the Fuel Handlers Course and retain a fuel handler's certificate per the Fort Cavazos requirement.
  • Incumbent must attend and keep current environmental spill prevention and safety training.
  • Incumbent must obtain and maintain training in proper receipt, storage, and disposal of hazardous materials (HAZMAT).
  • This position requires incumbent to work an on-call work schedule to respond to after-hours emergencies. This may include evenings, nights, weekends, and holidays.

Qualifications

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Fuel Distribution System Worker ~ without more than normal supervision. I have the ability to perform common Fuel Distribution System Worker duties. I can assist with receiving, storing, transferring, issuing, and/or accounting for bulk petroleum products; I can examine cargo for proper seals, safety regulations, and environment control systems; I can perform preventative maintenance checks and services on the fuel distribution system, including lubricating pump bearings, changing strainer filters, and adding anti-algae and other additives to fuels; I have experience performing daily visual inspections of fuel facilities to inspect for leaks in storage tanks, surplus fuels, and pollution or fire concerns. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating. To meet the basic eligibility, you must receive at least two points on the screen-out element indicated above and must have an average of two points on all the job elements listed below. Your application will be further evaluated to determine if you meet the best qualified cut-off for referral to the selecting official. Physical Effort: Workers exert light to moderate physical effort while performing operations such as coupling and uncoupling equipment. They may lift or carry items that weigh up to 50 pounds. The heavier items are moved with assistance from workers or with weight handling equipment. The work requires considerable standing, walking, bending, working in cramped conditions, and climbing on tanks, rigging, and other equipment. Working Conditions: Workers work outside and are exposed to all weather conditions. Protection from weather is typically limited to building extensions, tarpaulins, and storage shed roofs. They follow safety regulations and use safety equipment to avoid possible hazards in the work area.
