This position is located in the Drug Enforcement Administration (DEA), Atlanta Division, Atlanta, GA Division Office. This position(s) primary purpose is to support the local and often domestic investigative personnel with timely and relevant technological solutions on-demand, 24 hours a day, 365 days of the year, that will enable them to fully exploit an investigation as safely and successfully as possible.

Duties

As a Telecommunications Specialist (Surveillance), your typical work assignments may include: Coverting surveillance, tracking, and interception to assist Special Agents, personnel internal or external to the agency, and across the DEA world-wide with investigative operations by integrating the use of electronic communications equipment. System designing, engineering, optimization, and modifications for large and diverse inventory of highly specialized state-of-the-art electronics, video, photographic, fixed, and mobile tracking, analog, and digital telecommunications used in surveillance and information gathering activities to support criminal investigations and prosecutions. Providing consultative/planning, advising, continuously evaluating advancements in technology and equipment making recommendations to the Office of Investigative Technology (ST) which may result in adoption/modification of the Investigative. Participating in designing, dismantling, and fabrication of covert and concealed equipment, installation, repairs, retrieval, maintenance, troubleshooting, and providing training/technical support on the use of the equipment. Installing, configurations, maintenance, monitoring and troubleshooting of various IP or data networking equipment and IP or data systems to include firewalls, switches, routers, servers, wireline transport (circuits), wireless modems, video surveillance equipment such as IP based cameras, networking gear, and video capture/monitoring applications. Analyzing networks including radio frequency-based (e.g., cellular, radio, Wi-Fi) and Internet protocol-based to determine the best technological approach (i.e. electronic surveillance, communication, and interception) to use in support of an investigative operations.

Requirements

  • U.S. Citizenship is required.
  • Employment is subject to the successful completion of a background investigation. Must be able to obtain and maintain a security clearance.

  • Applicant must possess and maintain a valid motor vehicle operator's license while employed in the position.
  • Employee is required to become certified Investigative Technology Specialist (Surveillance), GS-0391-13 within 12-18 months of assignment.
  • This position is entitled to Administratively Uncontrollable Overtime (AUO).

Qualifications

Applicants must meet all of the required qualification requirements described below by the closing of this announcement. Basic Qualification Requirements: Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. OR Specialized Experience: Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. AND You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 level in the Federal service or equivalent experience in the private sector, which demonstrates experience performing: 1) Using and applying sensitive state-of-the art telecommunications equipment, applications, and computer systems that are used to track, monitor, and intercept radio and digital data signals for active surveillance; 2) Advising on the proper use of highly sophisticated telecommunications equipment and devices for use in active agency operations; 3) Configuring, installing, maintaining, and repairing telecommunications equipment; 4) Assisting in the planning and coordinating technical operations requiring covert tactics and strategies to maintain anonymity during criminal investigations; and, 5) Evaluating new or prototype telecommunication systems, computer applications, or other technologies before utilizing them into agency operations. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 level in the Federal service or equivalent experience in the private sector, which demonstrates experience performing:1) Using and applying sensitive state-of-the art telecommunications equipment, applications, and computer systems that are used to track, monitor, and intercept radio and digital data signals for active surveillance; 2) Advising on the proper use of highly sophisticated telecommunications equipment and devices for use in active agency operations; 3) Configuring, installing, maintaining, and repairing telecommunications equipment; 4) Planning and coordinating technical operations requiring covert tactics and strategies to maintain anonymity during criminal investigations; and, 5) Evaluating new or prototype telecommunication systems, computer applications, or other technologies before utilizing them into agency operations. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
