The Primary Purpose of the Position is: perform the duties of the Assistant Chief with in the Audiology and Speech Pathology Service (ASPA). The incumbent supervises and delegates on a daily basis in all clinical and patient care areas within ASPS. The Organizational Location of the Position is: Audiology and Speech Pathology Service, VA North Texas Health Care System Dallas campus. Position may be called to travel to and provide services to Bonham, Fort Worth and Tyler campuses.

Duties

Interdisciplinary Position: This position is being announced under multiple disciplines. This one position may be filled by either a Speech-Language Pathologist or an Audiologist under the following announcements: Supervisory Audiologist: CAZM-12501008-24-ARR Supervisory Speech-Language Pathologist: CAZM-12502945-24-ARR Duties include but are not limited to: Performs, plans, and coordinates all clinical and administrative aspects of a full range of services associated with contemporary speech pathology practice. Incumbent serves as a consultant to other facility personnel involving the most difficult and complex cases and is a recognized subject matter expert on matters related to hearing, tinnitus, and balance disorders. The incumbent will be responsible for developing the initial performance appraisals with recommended performance rating with the staff on station. Incumbent has the authority to take personnel actions, without direct supervision, to maintain the efficient flow of operations at the duty station. Exercises and delegates supervision, administrative management, and direction at all four campuses, as well as COBs, of VANTHCS under the direction of the Service Chief. Serves as the Acting Chief in the absence of the Service Chief. Incorporates new clinical procedures and programs sufficient to perform clinical services autonomously. Develops coherent treatment strategies, monitors, assesses, and develops appropriate intervention within the service as well as to other health care professionals. The Incumbent is responsible for planning, delivering, and monitoring the effectiveness and clinical outcomes of patient-centered treatment and rehabilitative services for patients with significant physical and psychological complicating conditions; including, but not limited to, any type of speech, language, voice, fluency, cognitive, and/or swallowing disorders. Basic Requirements: Citizenship United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education (1) Masters of Speech Pathology from a program recognized by the American Speech-Language-Hearing Association (ASHA). OR (2) Other doctoral degree in hearing science or a directly related field from an institution accredited by an accrediting institution recognized by the U.S. Department of Education. NOTE: Effective January 1, 2007, the CAA in Audiology and Speech Language Pathology of ASHA accredits only doctoral degree or AUD programs in audiology. Licensure Individuals must hold a full, current, and unrestricted license to practice audiology at the doctoral level in a United States state, territory, commonwealth, or the District of Columbia. English Language Proficiency. Speech Language Pathologist candidates must be proficient in spoken and written English as required by 38 U.S.C. § 7403(f). Grade Determinations: GS-13 Supervisory Speech-Language Pathologist Experience: At least one year of experience as a professional experience comparable to the next lower grade level. Demonstrated Knowledge, Skills, and Abilities (KSAs). In addition to the KSAs required at the full performance level, the candidate must demonstrate the KSAs identified below. Skill to translate contemporary and evidence-based speech pathology practice knowledge into clinical procedures. Skill in effective conflict resolution. Ability to analyze organizational and operational problems to develop and implement solutions. Ability to provide clinical and administrative oversight and ensure that section activities are aligned with management goals and objectives. Assignment. Supervisory Speech-Language Pathologist assignments must spend 25% or more of their time maintaining oversight of the section's diagnostic and rehabilitative speech pathology services. In addition, they implement policies and procedures consistent with management goals, objectives and the medical center mission. Section chiefs/supervisors set priorities and assign responsibilities to accomplish speech-language pathology section goals, ensuring proper coordination between care delivered by the section and the overall health care delivery within the facility. Section chiefs /supervisors maintain oversight for continuous performance improvement within the section. They perform supervisory duties, including initiating personnel actions, conducting performance management; planning, scheduling and assigning work; managing leave; assessing competency; appraising performance; and recommending clinical privileges or scope of practice. Preferred Experience: Assistant Chief, Audiologist or Speech-Language Pathologist. At least one year experience in a supervisory role. References: VA Handbook 5005 APPENDIX PART II G30.
