You will serve as a SUPERVISOR GENERAL ENGINEER in the Life Cycle Engineering Branch (C211) on the Life Cycle Maintenance Division (C210) of CARRIER PLANNING ACTIVITY (CPA).

Duties

You will assign work to subordinate personnel, ensure timely completion end quality of work, resolve conflicts and overlapping functions between technical personnel and other organizational entities. You will interface with customers, outside activities, other CPA branches and contractor to accomplish CPA and branch objectives. You will coordinate the work of subordinate sections in the interest of overall branch objectives. You will develop measures to quantify organizational effectiveness and efficiency, to identify areas for improvement, and to monitor the effects of changes. You will evaluate the impact of current programs or methods on maintenance, modernization and life cycle planning. You will serve as principal CPA consultant for all matters pertaining to aircraft life cycle management, Class Maintenance Plan, maintenance cycles, and reliability centered maintenance. You will apply principles of reliability centered maintenance to carrier maintenance planning feedback program that validates the existing Class Maintenance Plan. You will provide an engineering basis to support development of operating cycles, maintenance planning, and material condition assessment criteria. You will lead assigned special projects and facilitate special study teams that develop unique and innovative technical solutions, specifications and processes to resolve special problems. You will oversee projects/studies perform for the CPA through other government activities and contractors to ensure work performance is in concert with established CPA objectives, priorities, and deadlines.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent next lower pay band NH-02 (GS-11 equivalent) grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: "as a professional engineer conducting studies to identify or resolve surface ships system maintenance or life cycle planning to support process improvements for an aircraft carrier program." Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
