You will serve as an OPERATIONS RESEARCH ANALYST in the Mission Operations & Integration Department (BL30000), SE & ALRE Group of NAVAIRWARCENADLKE.

Duties

You will extract information from data systems (e.g., manpower, financial, training) to identify areas of concern by conducting trend analyses. You will train team on integrated testing concepts, techniques, and methodologies. You will develop metrics to identify problem areas, trends, or similar factors to improve program operations or management systems. You will explain earned value management and schedule analysis for a program or project to senior leaders. You will resolve EVM and schedule issues by researching metrics.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the DP-04 (GS-12/13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting in-depth analyses of scheduling and earned value management information and reports, incorporating understanding of Aircraft Launch and Recovery EMALS & AAG systems. 2) Training junior schedule analysts on NAVAIR Earned Value Management (EVM) and MS Project. 3) Utilizing knowledge of NAVAIR Schedule Department SOP and Policies to resolve program and Government scheduling, cost and technical performance issues as they apply to earned value management implementation and contractual requirements. 4) Participating in evaluations and in-depth analyses of contract performance information and reports. 5) Developing and presenting oral presentations to assist management who require an understanding of EVM & schedule issues, or other related subjects. 6) Serving as the subject matter expert for scheduling and EVM inquiries in high level meetings. Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
