This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Incumbent serves as a Project Manager for assigned Military and Support Others environmental projects within the Savannah District. The Project Manager will also coordinate Technical Managers in Engineering Division, Construction Division, Real Estate and Contracting.

Duties

Serves as a project manager, responsible for the overall management, control, coordination and execution of assigned reimbursable programs and projects. Implements corporate decisions, guidance, laws, regulations, and policy. Represents the District Commander and serves as the district's primary point of contact for assigned projects with customer(s), Federal, state and local government agencies, Congressional interests, others. Knowledge of the concepts, principles, theories, and methods related to execution of environmental restoration, quality, Formerly Used Defense Sites and Interagency programs. Control and manage project milestones and budgets from planning through construction and initial operations. Allocates command program funds to district elements, consistent with progress attained, and measures and monitors performance to assure commitments of all parties are being maintained.

Acquisition experience in source selection such as: prepared source selection documents (such as acquisition strategies/plans or source selection criteria) and/or develop pre-award documents (scope, performance work statements, and request for proposal). Experience in Hazardous, Toxic, Radiological Waste (HTRW) work such as: site characterization and restoration, delineation, Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Resource Conservation and Recovery Act (RCRA), and/or HTRW studies. Applies knowledge of management concepts, principles, methods, and practices, as well as knowledge of methods, practices, and processes of technical disciplines necessary for accomplishment of projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
