You will serve as The Command's Records & Information Management Specialist in the Command, Control, Communications and Cyber Directorate (J6), Headquarters of HEADQUARTERS US INDO-PACIFIC COMMAND.
Duties
You will provide subject matter advice to the Commander, Deputy Commander, Executive Director/Chief of Staff/ Chief Knowledge Officer, Chief Information Officer, Assistant Chief of Staff, Knowledge Management Officer and staff at all levels.
You will lead problem solving initiatives on issues pertaining to all information sharing processes for the United States Indo-Pacific Command, Sub-Commands and Joint Task Forces.
You’ll develop/implement Information Management (IM), Records Management (RM), Privacy Act (PA) and PII management practices and procedures that evaluate risks and ensure that such material is not lost, stolen, or inappropriately disclosed.
You will be an advocate for knowledge creation, capture, sharing, reuse, protection of PA/PII, and RM practices throughout the USINDOPACOM Area of Responsibility (AOR).
You will coordinate RM/PA/PII efforts among the Command and supporting commands to ensure full alignment across the AOR.
You will serve as the technical expert on electronic and non-electronic records management issues.
You will lead the transformation of agency records management processes to address the challenges posed by electronic records.
You will build records management functionality into the enterprise architecture and to ensure all information systems incorporate records management functionality appropriate to the records/information assets they support.
You will collect, maintain, access, use, transport, disclose, and destroy all personal information and records in a manner consistent with law and regulations.
You’ll work closely and proactively with Legal Counsel to ensure that personnel privacy is maintained, and that records/information assets are managed to ensure government accountability, protect interests of the public, and mitigate litigation risk.
You will provide the IM portion of knowledge and information management plans (KIMPs) detailing the use of information and knowledge assets and associated processes.
You will assist with the integration of the overall IM/Knowledge Management (KM) strategy with operational requirements.
You will develop, evaluate, and execute the HQ training program with respect to IM/PA/PII and RM.

Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector demonstrating a mastery of skills in Information Management, Privacy Act, Personally Identifiable Information, and Records Management (IM/PA/PII and RM) and the ability to enforce, monitor and influence their adoption/adherence throughout various administrative and operational environments. Specialized experience must demonstrate the following: 1) Applying a mastery in planning, organizing and leading planning teams; 2) Assisting in the development and administration of policies, regulations, and procedures in regards to document management, in to include directives and records; 3) Providing expert analysis and recommendations in a complex operational environment dealing with records from United States sources as well as International Allies and Partners; 4) Negotiating solutions with high-level officials on proposals that involve substantial resources, changes in policies, or translating strategic guidance; 5) Incorporating a knowledge of organizational structures, functions, operations and procedures of various Commands; and 6) Utilizing an extensive understanding of technology network environments and a master level understanding of portal and collaborative technology solutions with the ability to articulate the impact of technology solutions and selections on data protection.
